Faced with serious damage caused by floods and rains following storm No. 3 (Wipha), the Vietnam Red Cross Society has urgently deployed emergency relief activities to promptly support affected households in Nghe An province.

People in the flood-hit areas of Tuong Duong and Muong Xen (Nghe An) were moved to welcome the emergency relief helicopter of the Ministry of National Defense.

At noon on July 24, when the Ministry of National Defense's helicopter carrying relief goods arrived at Tuong Duong and Muong Xen communes, the people were extremely happy and joined hands to transport food, drinking water, and essential items to people in need.

On the morning of July 24, in the face of the flood situation that completely isolated many mountainous communes in the West of Nghe An, the Ministry of National Defense mobilized two helicopters carrying dozens of tons of essential goods to take off from Vinh airport, urgently supplying the people. Lieutenant General Ha Tho Binh, Commander of Military Region 4, was present at the airport to direct the mission.
