Within the framework of the 2nd session, the People's Council of Nghe An province, term XVII,On the afternoon of August 3, a discussion session took place of Discussion Group No. 1, including delegates of the Provincial People's Council in the constituencies: Ky Son, Quy Chau and Que Phong.

Also attending were invited guests who were elected deputies of the 14th National Assembly in the districts, representatives of the Provincial Ethnic Committee, heads of departments, branches and sectors; District Party Committee Secretaries, Standing Committees of the People's Councils and Chairmen of the People's Committees of the districts.

Comrade Ngo Duc Thuan - Chairman of the People's Committee of Quy Chau district said that currently in the mountainous area, many villages do not have electricity. Although there have been many projects related to this issue, the effectiveness is not high. Therefore, voters suggest that the authorities and departments need to develop a specific roadmap, clearly define the goals for each locality to have effective solutions.

Comrade Lang Van Chien - Secretary of Quy Chau District Party Committee, head of the discussion group, disseminated detailed discussion contents and asked delegates to reflect further on the local situation.

Regarding the issue of building new rural villages and hamlets according to the province's policy, the Chairman of the People's Committee of Quy Chau district said that there should be a suitable mechanism and policy to support people in the highlands.

Comrade Lu Dinh Thi - Secretary of the District Party Committee, Chairman of the People's Council of Que Phong district mentioned the management and supervision of investment in large projects in mountainous areas. He said that Que Phong is a locality with many hydropower plants, but the work of compensation, support for site clearance, resettlement construction, land allocation for housing and production, and support for stabilizing people's lives and production have not been satisfactorily resolved.

Regarding this issue, Mr. Nguyen Thanh Hoang - Chairman of the People's Committee of Ky Son district also said that the site clearance for the construction of a hydroelectric plant in the area encountered many difficulties. Besides, he also requested that departments, branches and sectors need to have a mechanism to strictly manage the licensing of mineral exploitation in mountainous areas.

The Chairman of the People's Committee of Ky Son district also expressed his opinion that the implementation of e-government in mountainous districts faces many difficulties because the qualifications of civil servants are limited.

Comrade Lau Ba Chay - delegate of Ky Son district pointed out the shortcomings in checking food hygiene and safety in the highlands, unchecked food from the lowlands was brought to the mountains for consumption without control, fake goods appeared everywhere. Therefore, he suggested that departments and branches should pay attention to this issue.

At the group discussion session, representatives of the Department of Health also explained issues related to food hygiene; at the same time, they recommended the need for additional resource support mechanisms to implement projects related to the health sector in the area.

At the end of the discussion, comrade Lang Van Chien affirmed to fully absorb all opinions and synthesize the report in tomorrow's meeting.
