The National Assembly Delegation of Nghe An province discussed the amendment and supplementation of a number of articles of the Constitution.
On the morning of May 5, after the opening session, working at the Hall, Nghe An delegation discussed in Group 4, together with the delegations of National Assembly deputies of Hai Phong city and Ba Ria - Vung Tau province.

The main content of the discussion session is the proposal to amend and supplement a number of articles of the 2013 Constitution. According to the proposal, this amendment focuses on 8 articles out of a total of 120 articles of the Constitution, aiming to serve the requirement of streamlining the state apparatus in accordance with the spirit of Resolution No. 18 of the Central Executive Committee, not expanding to other areas.
One of the proposed amendments relates to the role and organization of the Vietnam Fatherland Front and socio-political organizations.
In addition, the National Assembly also considered amending and supplementing the provisions in Chapter IX - Local Government, to create a legal basis for building a two-level local government model: provincial level and grassroots level (commune, ward, special zone), instead of the current three levels.
Specifically, according to the provisions of the 2013 Constitution, the administrative units of the Socialist Republic of Vietnam include: The country is divided into provinces and centrally run cities; Provinces are divided into districts, towns, and provincial cities; Centrally run cities are divided into districts, towns, and equivalent administrative units; Districts are divided into communes and towns; Towns and provincial cities are divided into wards and communes; Districts are divided into wards.

With the current structure, the local government system is organized into three administrative levels: province/city directly under the Central Government; district/county/town; commune/ward/town. Therefore, to implement the two-level local government model as stated in the policy, it is necessary to amend the provisions of the Constitution.
During the group discussion session, delegates also discussed the establishment of a Committee to draft amendments and supplements to the Constitution, in order to organize research, collect public opinions and complete the draft to submit to the National Assembly for consideration and approval.
It is expected that the National Assembly will issue a Resolution on amending and supplementing a number of articles of the 2013 Constitution before June 30, 2025, and these amendments will officially take effect from July 1, 2025.
The Constitution is the original law, having the highest legal effect in the legal system of the Socialist Republic of Vietnam. All other legal documents must be consistent with the Constitution. Any violation of the Constitution will be handled according to the provisions of the law.
The responsibility to protect the Constitution belongs to the National Assembly, its agencies, the President, the Government, the People's Court, the People's Procuracy, other state agencies and the entire People. The mechanism to protect the Constitution is specifically prescribed by law.
This amendment to the Constitution is of special importance in the process of perfecting institutions, innovating the organizational apparatus and improving the operational efficiency of governments at all levels, in accordance with the development requirements of the country in the new period.
