The 9th session of the 15th National Assembly has historical significance, making institutional breakthroughs.
This is a historic National Assembly session, making institutional breakthroughs to enter an era of modernization, digitalization, greening and sustainable development.
On the morning of May 5, the 9th Session of the 15th National Assembly solemnly opened at the National Assembly House, Hanoi.

Attending the opening session, on the side of the Party, State leaders, former leaders of the Party, State, and Vietnam Fatherland Front, there were comrades: To Lam - General Secretary of the Central Committee of the Communist Party of Vietnam; Nong Duc Manh - former General Secretary of the Central Committee of the Communist Party of Vietnam; Luong Cuong - Politburo member, President of the Socialist Republic of Vietnam; Pham Minh Chinh - Politburo member, Prime Minister; Nguyen Tan Dung - former Politburo member, former Prime Minister; Nguyen Van An - former Politburo member, former Chairman of the National Assembly; Nguyen Sinh Hung - former Politburo member, former Chairman of the National Assembly; Nguyen Thi Kim Ngan - former Politburo member, former Chairman of the National Assembly; Tran Cam Tu - Politburo member, Standing member of the Secretariat; Le Hong Anh - former Politburo member, former Standing member of the Secretariat; Tran Quoc Vuong - former Politburo member, former Standing member of the Secretariat; Do Van Chien - Member of the Politburo, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front.
Also attending were Politburo members, former Politburo members, Party Central Committee Secretaries, former Party Central Committee Secretaries; Vice Presidents, former Vice Presidents; Deputy Prime Ministers; former Vice Chairmen of the National Assembly, former National Assembly Standing Committees; Party Central Committee members; leaders of central departments, ministries, branches, and organizations, and local leaders...
On the National Assembly side, there were Comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly of the Socialist Republic of Vietnam; Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh, Vu Hong Thanh, Le Minh Hoan; members of the National Assembly Standing Committee; Heads, Deputy Heads of Delegations and National Assembly Deputies of 63 National Assembly Delegations of provinces and centrally run cities.
The National Assembly Delegation of Nghe An province, consisting of 12 delegates, was led by Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee.

At the 9th Session, regarding constitutional and legislative work, the National Assembly will consider and pass a Resolution amending and supplementing a number of articles of the 2013 Constitution. This is a strategic task in both political and legal terms, aiming to promptly institutionalize the Party's major policies, especially on the arrangement of the state apparatus in the direction of "streamlining, effectiveness, efficiency, close to the people, close to the people, close to reality".
To carry out this task, the National Assembly will establish a Committee to Draft Amendments and Supplements to the 2013 Constitution with many innovations in implementation methods and procedures. In particular, it will organize to collect public opinions widely, as a basis for the Committee to Draft Amendments and Supplements to a Number of Articles of the 2013 Constitution to study, absorb, and revise the draft Resolution to amend and supplement a number of articles of the 2013 Constitution, submit it to the National Assembly for consideration and approval before June 30, 2025 for timely promulgation and effective from July 1, 2025.

The National Assembly will consider and approve 34 draft laws, 14 draft resolutions and give opinions on 6 other draft laws, in key areas such as: state apparatus organization, national defense - security, justice, finance - budget, education, training, science - technology, innovation, digital transformation...
Regarding socio-economics and the state budget, the National Assembly will consider, discuss and decide on many issues of strategic significance for socio-economic development, national defense, security and international integration.
The National Assembly will spend time reviewing important reports of the Government on: approving the 2023 state budget settlement; assessing the results of the implementation of the socio-economic development plan and the state budget in 2024; the implementation of the socio-economic development plan and the state budget in the first months of 2025; adjusting the 2025 state budget estimate to allocate at least 3% of the budget for science and technology development, innovation, digital transformation, striving for 8% growth in 2025 and double digits in the following years.

The National Assembly will also consider and approve a resolution on merging provincial-level administrative units; establishing a National Election Council; deciding to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; and deciding on the election date for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
During the session, the National Assembly Standing Committee will consider and approve resolutions on the arrangement and reorganization of commune-level administrative units and many other important tasks.

Regarding supreme supervision, the National Assembly will consider the Report of the Central Committee of the Vietnam Fatherland Front synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly and the Report of the National Assembly Standing Committee on the results of supervision of the settlement of voters' recommendations sent to the 8th Session of the 15th National Assembly.
The National Assembly will spend 1.5 days on question and answer activities, focusing on areas closely related to people's lives and state management.
In addition, the National Assembly will review the Report on the implementation results of the 2025 Supervision Program and adopt a Resolution on the National Assembly's Supervision Program in 2026.

In his opening speech, National Assembly Chairman Tran Thanh Man emphasized: With the above contents, the 9th Session is a session of historical significance, making institutional breakthroughs to enter an era of modernization, digitalization, greening and sustainable development.

The National Assembly Chairman requested that National Assembly deputies concentrate, continue to promote their intelligence and bravery, uphold their sense of responsibility, innovate, discuss deeply, and make wise decisions; together with relevant agencies and organizations, thoroughly implement Resolution No. 66 dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era, and yesterday General Secretary To Lam wrote an important article, detailing the implementation of this Resolution.
