Provincial People's Council delegates raise pressure from voters when Vinh city has too few public high schools
On the morning of July 10, after the opening session and plenary session in the hall, the 21st Session of the 18th Nghe An Provincial People's Council conducted group discussions.
Discussing at Group 1, there were 19 delegates of the Provincial People's Council from the following units: Vinh City, Cua Lo Town, Nghi Loc District, Do Luong District.

The draft discussion at Group 1 included comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Vinh City Delegation; comrades of the Provincial Party Standing Committee: Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Commission, Do Luong District Delegation; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An Province, Nghi Loc District Delegation; Phan Duc Dong - Secretary of the Vinh City Party Committee, Vinh City Delegation.

Huynh Thuc Khang High School will open branch 2
At the discussion session, referring to a number of issues related to the education sector, delegate Nguyen Duy Can, Vinh City Delegation, shared the concerns and worries of Vinh City voters about the fact that there are currently too few public high schools in the area, creating great pressure for parents and students.
According to the delegate, the above situation has led to many parents and students being afraid of not getting the passing score to enter public high schools in the city, so they have accepted going to school far away and facing difficulties in living to choose to register for entrance exams to public high schools in the districts.

According to the Vinh city delegate, in reality, some students, after passing the exam and studying at district schools for a while, will tend to transfer to study in Vinh city, which will put pressure on the city's schools.
In addition, delegate Nguyen Duy Can also raised the issue of local teacher surplus and shortage in some areas of the province. The facilities of schools in remote areas, areas with difficult economic and social conditions are still lacking, especially at school locations, affecting the quality of teaching and learning.
Based on the above three opinions, the delegates requested the Provincial People's Committee, authorities at all levels, and the Education and Training sector to pay attention to handling them to meet the requirements of teaching and learning, especially in Vinh city.
It is known that currently in Vinh City there are 3 public high schools: Huynh Thuc Khang High School; Ha Huy Tap High School; Le Viet Thuat High School. Up to now, for the past 48 years, Vinh City has not opened any more public high schools since Le Viet Thuat High School was established in 1976.
After nearly half a century, the population has increased many times but the number of public high schools in Vinh city has not increased, creating pressure for parents and students during each exam period to enter public schools.

Also related to the education sector, delegate Hoang Thi Hong Hanh, the delegation of Do Luong district, expressed her opinion: Building a school that meets national standards is one of the key tasks of the Education and Training sector to contribute to improving the quality of comprehensive education, and is also one of the criteria for building new rural communes and advanced new rural areas.
However, the delegate said that after many years of implementation, there are still many difficulties and problems when the facilities and investment resources have not met practical requirements; thereby, he requested the Education sector to clarify the results and solutions for building national standard schools in the province.
Deputy Director of the Department of Education and Training Vo Van Mai explained the opinions of the delegates; thereby, he said that, due to the pressure of enrollment in Vinh city, the industry has consulted to establish the second branch of Huynh Thuc Khang High School.
Particularly in the 2024-2025 school year, due to the sudden increase in the population size of the age group, the industry has had a solution to increase the number of students enrolled and the number of classes in public high schools to the maximum possible level, thereby increasing the proportion of students of the age group attending public high schools when no more schools can be opened.
Regarding the goal of building national standard schools, the leader of the Department of Education and Training said that up to now, 77.3% of schools in the province have been recognized as meeting national standards with an absolute number of 1,104/1,427 public educational institutions; the remaining 323 schools have not been recognized, including schools that have been recognized but have not been re-recognized after the deadline.
Clarifying further solutions to build schools that meet national standards, the Deputy Director of the Department of Education and Training affirmed that the target of 75 - 78% of schools meeting national standards by 2025 will certainly be achieved according to the Resolution of the 19th Provincial Party Congress.
Soon concretize the Eastern Forest Park of Binh Minh Street
Referring to tourism development, delegate Tran Phan Long, the delegation of Cua Lo town, proposed that the province support the town to complete the site clearance of some facilities east of Binh Minh street in order to soon organize a bidding to select investors, to have more products to increase the attractiveness of Cua Lo tourism.

It is known that the Eastern Forest Park of Binh Minh Street, Cua Lo Town, is nearly 74 hectares wide, located in Nghi Huong, Nghi Thu and Thu Thuy wards. The detailed construction plan at a scale of 1/500 of this Forest Park is organized into 5 modern, unique, friendly and highly economically efficient areas; at the same time, the planning of 14 parking lots, including 3 underground parking lots, was approved in September 2023.
In addition, the delegate from Cua Lo Town raised the challenges and difficulties that the town is facing when the transportation system, accommodation facilities, and restaurants are overloaded; the quality of tourism human resources has not met the requirements.
Therefore, delegate Tran Phan Long proposed to continue reviewing projects in the area that are not implemented or behind schedule to recover them and hand them over to capable investors; diversify tourism products; at the same time, pay attention to training high-quality human resources; improve the professionalism and business culture of the people; and strengthen State management of tourism.

In addition, at the discussion of Group 1, the delegates also mentioned many other contents on economy and society, supplementing mechanisms and policies; in which, there were proposals for fundamental solutions to overcome the shortcomings and limitations that have occurred over many years such as: tax arrears, slow disbursement of public investment capital, re-encroachment of traffic corridors, etc.
Delegates also proposed to soon build a drainage canal around WHA Industrial Zone 1 and along N5 Road to relieve the fear of flooding for many communes in Nghi Loc District; have a fundamental solution to handle pollution at Nghi Yen Solid Waste Treatment Complex (Nghi Loc); increase the investment rate in agricultural production when implementing national target programs; replicate the low-carbon rice growing model; allocate adequate resources to support agricultural cooperatives; have attractive incentive policies to attract good doctors, nurses, and technicians to the province;...

After 6 opinions from the provincial People's Council delegates, 7 leaders of relevant departments and branches explained and clarified related issues under their authority.
