(Baonghean.vn) - Proposals to amend regulations on payment of allowances for part-time workers at hamlet, block, and village levels; proposals to restore the title of commune-level veterinary officer; lack of land fund for leveling the ground for investment projects... are issues that many People's Council delegates in Group 2 are interested in reflecting and discussing.

On the afternoon of July 20, Discussion Group No. 2 included delegates of the 17th Provincial People's Council from the districts of Do Luong, Thai Hoa town, and Hoang Mai town. Attending were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of relevant departments, agencies, and units. Complicated payment of compensation

Reflecting on this content, Ms. Pham Thi Thanh Thuy, a delegate of Thai Hoa town, pointed out the shortcomings in the steps of implementing the allowance payment regime for non-professional workers in hamlets, blocks, and villages. Accordingly, hamlets, blocks, and villages are supported with 23-25 ​​million VND/year to pay for non-professional workers. However, previously, it was divided equally according to monthly allowances, each person received about 400 thousand VND.

But currently, non-professional activists such as: Youth Union secretaries, women's union members... only receive allowances when they participate in collective activities in the block, hamlet. And to receive that support, the block, hamlet, and village must have a spending estimate; the secretary, hamlet chief, and head of the Front's working committee must directly monitor, check attendance, and then approve the expenditure before receiving payment.

Ms. Thanh Thuy said that voters in many hamlets, blocks, and villages reflected that such procedures are too cumbersome, time-consuming, and reduce the incentive to participate in mass activities in the block, hamlet, and village. Therefore, it is necessary to propose to amend and reduce the cumbersome steps in the regulations for paying this regime.

Delegate Ngoc Kim Nam, Do Luong district unit also agreed with the opinion of delegate Pham Thi Thanh Thuy and suggested a more reasonable adjustment.

Responding to comments on this content, Mr. Le Dinh Ly - Director of the Department of Home Affairs said that, regarding the regulations on the regime and allowances for non-professional workers, previously they were supported monthly by the Provincial People's Committee, but currently the Central's policy does not have this provision. Instead, the Government issued Decree No. 34/ND-CP, which stipulates that non-professional workers in the block, hamlet, and village are secretaries, hamlet chiefs, and heads of the Front's working committees, and are entitled to monthly allowances. The remaining people are only entitled to allowances when tasks arise, and that money is within the framework of the local legal fund source, and is not paid by the budget.

Therefore, the Provincial People's Council has allocated a general support level of 23 - 25 million VND/village, hamlet, and village/year. Regarding the regulations on instructions for paying this compensation (Decision 14), Mr. Le Dinh Ly hopes that localities will continue to monitor, implement and have more time to verify. If there are any real shortcomings, the Department of Home Affairs will accept and advise on adjustments, helping to perfect the policy.

Delegates of Discussion Group No. 2 also proposed restoring the title of commune-level veterinary officer, because although it has only been abolished for about 6 months, it has shown shortcomings at the grassroots level.

Delegate Pham Thi Thanh Thuy said that at the grassroots level, when there are no more veterinary staff, the care work in this field is almost neglected, the grassroots do not grasp the disease situation in livestock and poultry to have timely prevention and control measures, especially in remote, mountainous areas.

Also commenting on this shortcoming, Mr. Ngo Duc Quynh - Deputy Head of the Provincial Department of Animal Husbandry and Veterinary Medicine said that although the abolition of the position of veterinary officer reduces the budget, it is detrimental to the work of disease prevention. Meanwhile, in the case of disease, commune veterinary officers are the most closely-knit force that can detect and report the earliest to promptly prevent and control the disease.

Furthermore, commune veterinary officers are professionals who can detect diseases early and are the force that controls slaughtering activities in the locality... It is estimated that the allowance paid to commune veterinary officers across the province is about 6 billion VND/year, but an epidemic can cause tens of billions of VND in damage, so Mr. Quynh agrees with the proposal to restore the title of commune veterinary officer.

Responding to the issue raised by the delegate, Mr. Le Dinh Ly said that after cutting this position, the task of disease prevention and control at the grassroots level will be undertaken by the public service system or private service, the People's Committee at the commune level will only be responsible for state management. Especially after completing the merger of veterinary stations, plant protection stations and some other units. Even if necessary, the State will place orders if necessary. "This resolution has only been issued for more than half a year, it takes time to verify its suitability and to monitor further to find effective solutions. The Department of Home Affairs will accept it and monitor it to advise on solutions" - Mr. Le Dinh Ly said.

In addition to the above contents, delegates in Group 2 also reflected on a number of other contents related to the planning of investment projects in Hoang Mai; the planning of exploiting land mines to serve the leveling of investment projects in the province. Delegate Tran Duy Ngoan, Hoang Mai town unit, stated that the planning for the development of Dong Hoi Industrial Park in Hoang Mai town since its establishment has had almost no movement, repeating the "suspended planning" for many years. The projects have not been implemented, while the land of the people has been recovered, is in the planning so they cannot repair their houses, have to live in temporary, cramped conditions.

In addition, people do not agree with the construction of thermal power plants 1 and 2 here because they are worried about the impact on their lives. "We request the Provincial People's Committee to study this policy to ensure the environment and the level of impact on people's lives" - delegate Tran Duy Ngoan stated.

Delegate Ngoc Kim Nam also reflected that the collection of pesticide shells needs to have sustainable treatment solutions to avoid environmental pollution; the lack of land for leveling investment projects; the management of land use by forest management boards needs to be rectified, especially land leasing.

Regarding these issues, representatives of the Department of Natural Resources and Environment, Department of Construction, Department of Planning and Investment, and Department of Environmental Protection also gave explanations and proposed some solutions.
