However, mountainous areas and ethnic minorities are still facing many difficulties such as lack of land for production, lack of electricity, and low labor skills. This reality means that finding jobs is difficult. This is also an area with worrying realities such as drug abuse, child marriage,incestuous marriage; high rate of poor, near-poor, and re-poverty households...

Although the Party and State have paid attention to this area by issuing many policies, the effectiveness is still low. Among many obstacles, delegate Lo Thi Kim Ngan said that subjectively, some assigned sectors have not seriously implemented the programs and plans set out by the province. Specifically, Decision 2165/QD-UBND of the Provincial People's Committee on promulgating the plan to implement the action program to implement the strategy of ethnic work in Nghe An province until 2020.

To successfully implement Resolution No. 88/2019/QH14 and Resolution No. 120/2020/QH14 of the 14th National Assembly and Decision No. 1409/QD-TTg of the Prime Minister on approving the investment policy of the National Target Program on socio-economic development in ethnic minority and mountainous areas, period 2021 - 2030, delegate Lo Thi Kim Ngan proposed that the Provincial People's Council add to the draft resolution on the 5-year socio-economic development plan (2021 - 2025) the targets and tasks for developing mountainous and ethnic minority areas.

Also concerned about mountainous areas and ethnic minorities, delegate Luc Thi Lien (Quy Chau district) suggested that the province should issue forest protection policies and revenue collection policies.hydroelectric projects, mineral exploitation for reinvestment in regional development.

Also interested in the draft resolutionsocio-economic development planFor the next 5 years and 2021, delegate Hoang Van Phi (Hung Nguyen district) said that the agricultural economy is identified as one of the important pillars of the province. To ensure effective agricultural development, irrigation is a factor that needs to be concerned in both stages: drought prevention and waterlogging. Therefore, all levels and sectors need to pay attention to investing in building irrigation systems to meet production needs.

In addition, the province also needs to have a mechanism to attract businesses and farmers to concentrate on production; pay attention to proposing solutions to improve skills and initiative for farmers to prevent and fight diseases, especially in livestock farming, to ensure effective and sustainable agricultural production development.

In addition, the implementation of socio-economic targets in 2021 is also based on a number of new tax regulations of the Central Government, some products have reduced scale and production output, which affects the province's revenue.

Delegate Nguyen Xuan Hai also hopes that the Provincial People's Council will accompany the Finance sector to well perform the budget collection task in 2021.
