Speaking at the group discussion session, delegate Nguyen Dinh Hung - Secretary of Con Cuong District Party Committee reflected: Agricultural development needs the attention of the agricultural sector from the central, provincial to district levels, especially in the issue of creating mechanisms in model building. Besides,It is also necessary to re-evaluate the development of products and the effectiveness of agricultural development models. Avoid the situation of supply exceeding demand, agricultural products falling in price, people selling off, and when they sell well, they call for rescue.

Discussion group No. 4 includes delegates of the Provincial People's Council in the constituencies of Nghia Dan, Quy Hop and Con Cuong district, chaired by comrade Vo Thi Minh Sinh - Member of the Provincial Party Committee, Deputy Head of the Provincial Party Committee's Organization Board. Mr. Hung cited that previously, the model of growing chives in Anh Son district earned a profit of 100 million VND/ha. After that, chives were grown massively by people in Do Luong and Nghi Loc, until the price of chives became too cheap, all levels and sectors mobilized to "rescue" chives. Or in Con Cuong district, there are rattan and ginseng trees that have been ineffective for decades, it is necessary to end these models to build a suitable agricultural model, bringing economic efficiency to the people.
Regarding the agricultural sector, delegate Lai Thi Bich Lien - Vice Chairman of the People's Council of Nghia Dan district proposed: It is necessary to speed up slow-progressing projects in the agricultural sector. Ms. Lien cited Nghia Dan district as having 113 hectares of land from farms implementing the TH project, of which only 12 hectares have been compensated so far. People proposed that the remaining 101 hectares, will the project reclaim them or not so that people can invest in production?

Ms. Lien also reflected on the reality of slow disbursement of agricultural support policies and many improper procedures, affecting farmers' trust in the State.

In addition, at the discussion session, the opinions of the delegates focused on reflecting the situation of university graduates without jobs. Vocational training for rural workers is still massive, not taking into account economic efficiency. The issue of building brands and post-tourism products for sustainable development of the tourism industry is still limited. The authorities need to tighten market management, control counterfeit and fake goods, and criminal prosecution is required for serious violations. Responding to the delegates' recommendations, a representative of the Department of Natural Resources and Environment said that regarding the agricultural project in Nghia Dan, TH Group committed to implementing this project.
Regarding the dam break incident in Quy Hop, related to the license of the Ministry of Natural Resources and Environment, the Quy Hop district police, the Department of Natural Resources and Environment and the Ministry of Natural Resources and Environment are currently consolidating the results for announcement. The Department recognizes that the progress of granting land use right certificates is still slow and is directing the establishment of a review team to urge and assign responsibility to consulting units and localities to speed up the progress of granting land use right certificates.
