(Baonghean.vn) - Adding some more authority to the State Audit to promptly overcome difficulties and shortcomings in the professional practice of this agency are the recommendations of the National Assembly Delegation of Nghe An province at the group discussion session.

Continuing the program of the 7th session of the 14th National Assembly, on the afternoon of May 23, at group 13, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province, National Assembly deputies discussed the Law amending and supplementing a number of articles of the State Audit Law and the draft Law on Libraries.

Additional authority for the State Audit

Speaking at the group discussion session, delegate Nguyen Huu Cau (Nghe An delegation) said that amending the State Audit Law is necessary because in the past, the State Audit has contributed to collecting a large amount of budget. In the process of performing the professional tasks of this agency, there have been difficulties due to the provisions of the State Audit Law, so it is proposed to amend the law to suit the reality, in order to further improve the effectiveness of auditing activities in the coming time.

Delegate Nguyen Huu Cau proposed that the State Audit should add 3 powers to the law.

One is,Judicial appraisal function: Financial appraisal is very difficult and time-consuming, because in corruption and economic cases, appraisal must be conducted. However, appraisal agencies are very slow. Meanwhile, the State Audit may have enough capacity, conditions, and qualifications to carry out appraisal conclusions. Therefore, adding this content will remove difficulties for the prosecution agencies, including the investigation agencies.

Second,Supplement the right to appeal audit recommendations to relevant organizations and individuals, to ensure democracy and the rights and legitimate interests of citizens.

Third,supplement the authority to sanction administrative violations for the audit agency. Because when discovered, the audit recommends and determines that violations have been admitted, and there are individuals and organizations that do not cooperate, the issue of handling administrative violations by the audit is inevitable.

Delegate Nguyen Thanh Hien (Nghe An delegation) also agreed with the opinion of delegate Nguyen Huu Cau, and at the same time said that it is necessary to add the authority to access electronic data and support software in the authorities.

Giving his opinion on the Library Law, delegate Hien assessed that after 18 years of implementing the Library Ordinance, although results have been achieved, there are still many shortcomings, such as in library policies and organization.

According to the Deputy Head of the National Assembly Delegation of Nghe An province, the role of the Front and socio-political organizations is very important in mobilizing and propagating people to develop a reading culture and a learning society.

State Auditor General: If assigned by the National Assembly, ready to take on the field of judicial appraisal

At the discussion, delegate Ho Duc Phoc - State Auditor General also explained some of the delegates' opinions, emphasizing that the addition of anti-corruption issues to the State Audit Law is aimed at integrating anti-corruption tasks into this Law, from which the State Auditor General guides the implementation of these contents, applying them in practice in the most rigorous manner.

Delegate Phuc added that the State Audit Office received many requests from the police and government leaders regarding judicial appraisal.

“The current Law on Judicial Expertise does not have an audit. However, considering the capacity of the State Audit agency, we see that we can undertake this task, because we have a very strong force in finance, accounting, investment management,... we are almost a comprehensive agency.”

“If the National Assembly allows, we will send our staff to study forensic expertise and get a certificate before issuing it. If the National Assembly assigns it, we are ready to accept it,” the head of this agency affirmed.
