National Assembly deputies need to show responsibility for 'hot' issues

According to delegate Luu Binh Nhuong, for 'hot spots' or complicated and prolonged cases, the role of National Assembly delegates is very necessary.

The 3rd session of the 14th National Assembly is assessed to have many innovations. However, like the end of previous sessions, the issue that voters nationwide are very interested in is how the supervisory role of the National Assembly will continue to be demonstrated to detect, prevent and promptly handle violations in ministries, branches and localities. PV:Some voters commented that the National Assembly has performed its supervisory role, but its effectiveness and tools for supervision have not been successful. What do you think about this comment?

Delegate Luu Binh Nhuong:I remember at the 2nd Session, delegate Duong Trung Quoc said: Why is it that the house at 8B Le Truc is right next to the National Assembly office, but the National Assembly delegates, especially the National Assembly delegates in Hanoi and the People's Council delegates, do not know about it to have opinions?

There are a number of problems here: some official information does not arrive in a timely manner; the information reception mechanism is not sensitive; some delegates think that what is happening out there is the work of other agencies, not theirs, and that their supervision is behind the scenes. In addition, some National Assembly delegates and delegations themselves are still passive and not interested in supervision work.

PV: What is your comment on the responsibility of National Assembly delegates when hot spots or upsetting events occur?

Mr. Liu Ping Ruong:For "hot spots" or long-standing complicated cases, the role of delegates is very important because they are the representatives of voters and people of the whole country, so they need to show their attitude and responsibility to contribute with the Party and State to solve the problems.

In reality, there are cases where many agencies and organizations do not handle their work properly, or even apply the law incorrectly. Therefore, the presence and supervision of National Assembly delegates and delegations as well as National Assembly agencies are extremely necessary. Creating a high-level, powerful monitoring channel right next to the work will reduce the negative or irresponsible actions of the agencies that handle those cases.

PV:The issue that voters and public opinion are most concerned about after each session is still how the National Assembly can effectively and substantially monitor the implementation of the promises of the Ministers, avoiding repeating old problems in the new session, sir?

Delegate Luu Binh Nhuong:At the second session, delegate Duong Trung Quoc said: The National Assembly needs to accompany the Government. This is clearly shown in that when you supervise, you also have to help the Government find solutions and remove difficulties, then things will progress faster.

There are things that the Government does in the long term, such as rescuing agricultural products, which cannot be done in a day or two. It is a whole strategy related to the domestic and international markets, the diplomatic field, and many other ministries and branches. The monitoring has revealed many problems and it has had results.

For example, at the second session, the issue of transferring fertilizer to the Ministry of Agriculture and Rural Development was transferred by the Prime Minister. Regarding the issue of increasing the proportion of organic fertilizer and reducing the proportion of inorganic fertilizer, the Minister also promised to take measures and continue to advise the Government on this issue, especially research to encourage businesses, which means there are bright spots and solutions. Or the questioning of the Son Tra issue also had solutions. The session had many results that were revealed through the monitoring results.

So we should not judge why we keep bringing up an issue over and over again because it can still be questioned again and the demands of voters and people continue to be higher, not just implemented at one level.

PV:It was not until the next session, in 2018, that the National Assembly issued a Resolution on questioning and re-evaluating the implementation of the Minister's promise from the 2nd to the 6th session. What are your expectations for this Resolution? In your opinion, is the timing of issuing such a Resolution a bit late?

Delegate Luu Binh Nhuong:In 2018, it was almost a step to summarize the current questions. Thus, we gave the members of the Government time to consider solutions and plan implementation according to the roadmap, not just after the questions were finished and then go back to work immediately.

I think that this idea of ​​the National Assembly is completely correct and not too late. Supervision is regular, can be done daily, monthly, so it does not mean that from now until that stage we will supervise, but supervise the whole process until the time we evaluate is to close at that point to see the level of success of the promises of the Government members to re-evaluate the issues.

PV: In your opinion, what is the step that the National Assembly needs to take immediately so that the highest representative body of the people can truly exercise supreme supervisory power over all activities of the State, not just over the highest level of this apparatus, sir?

Delegate Luu Binh Nhuong:The National Assembly has full authority to supervise all matters related to social life, as it is the highest supervisory body of the State.

In my opinion, the first breakthrough must be to focus on some of the most important issues and resolve them thoroughly. Second, focus resources on that monitoring, such as the monitoring force, the monitoring assignment, and the monitoring plan.

Third, post-supervision handling must be in accordance with the General Secretary's instructions, that is, the supervision issue must be pursued to the end.

Fourth, the issue of supervision must be considered on the same level as the re-evaluation of the confidence of the Government members and it is necessary to have a supervision report before taking the vote of confidence. In addition, it is necessary to foster supervision skills for National Assembly deputies and from such deputies will contribute supervision to the National Assembly delegations, the Council of Committees and will help the National Assembly Standing Committee organize supervision with appropriate content, plans, good people, good skills to lead to good results and high efficiency.
