National Assembly delegates from Nghe An province recommend that the Law on Education (amended) must be closer to reality.
(Baonghean.vn) - On November 15, the National Assembly discussed the draft Law on Education (amended) in the hall, and delegates from Nghe An gave many opinions on this draft.
According to delegate Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province, the draft Law on Education (amended) inherits the structure of the current Law on Education and is supplemented and amended quite comprehensively with many new regulations and policies, overcoming existing shortcomings in educational activities and meeting the development requirements of our country's education in the coming period.

However, the arrangement and layout of the draft Law is still unbalanced, not focusing on the issues to be resolved, and issues with common content have not been uniformly regulated in a law to ensure ease of understanding, easy perception and legislative techniques.
In addition, some contents and terms are not compatible with other laws, or are not consistent in the draft law, especially some contents that need to be specifically regulated for implementation, the draft law still provides general regulations, which are difficult to organize and implement.
Therefore, it is recommended that the Drafting Committee continue to review, arrange, and revise in a more concise, coherent, and clear direction, and have specific regulations to address each issue raised.
On the policy of upgrading the training standards for preschool teachers from intermediate teacher training to college teacher training.Currently, according to the report of the Ministry of Education and Training, the number of preschool teachers nationwide in the 2017-2018 school year is 337,488 people. The number of teachers with intermediate qualifications is 332,403 people. And according to the standards of the draft law on education (amended), the number of teachers who have not met college qualifications is 107,150 people. To solve this situation, the Ministry of Education has a roadmap, resources and methods to implement specifically in the forms of both studying and working, rolling training, and joint training, suitable for each area and locality.
However, from practice, although the policy is correct, the lack of specific regulations makes implementation difficult. Therefore, I suggest that it is necessary to develop a reasonable implementation plan so that teachers can work with peace of mind, arrange and organize annual training and development in accordance with teaching requirements, avoiding the situation of local teacher shortages in some places, but still having to contract teachers to teach. At the same time, when implementing it on a large scale, mountainous areas will face difficulties, so it is necessary to take into account the characteristics of each locality for implementation.
According to delegate Hien, to continue implementing socialization in education, the draft law also needs to be researched to have regulations to adjust the differences and difficulties in implementing socialization between regions. On the other hand, there needs to be a mechanism to manage, inspect and monitor revenue sources and uses from socialization.
On the other hand, along with the socialization of education, I propose that it is necessary to stipulate the implementation of annual contributions to the School Construction Fund for all subjects to ensure fairness in fulfilling obligations so that educational institutions have resources to build, invest, and upgrade facilities while the state budget is still limited, and at the same time have appropriate exemption and reduction policies for students who are children of poor households and families with preferential policies.

The delegate said that because the general education program is unified throughout the country, the content of textbooks at each level must also be unified throughout the country. In fact, in recent years, the content and curriculum of textbooks are not uniform and consistent, causing public outrage and dissatisfaction among parents and students. Therefore, it is necessary to regulate the uniformity of the curriculum and textbooks throughout the country to ensure uniformity in teaching, learning, and testing throughout the country...
In addition, delegate Kieu Trinh also analyzed and commented on the regulations: tuition fees; teacher training standards; student streaming... suggesting that the Drafting Committee should assess the impact and propose solutions so that these regulations can be implemented in practice.
