AVOID FORMALISM IN COMPETITIONS AND REWARDS
At the online working session from Dien Hong Hall, National Assembly House to 62 connecting points nationwide, the National Assembly listened to the Presentation and verification report on the draft Law on Cinema (amended); Presentation and verification report on the draft Law on Emulation and Commendation (amended). Next, the National Assembly discussed in groups.
At the Nghe An National Assembly Delegation, discussing the Draft Law on Emulation and Commendation (amended), delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province basically agreed with the draft law, but expressed concerns about the consistency between some provisions in the draft law and the legal system on cadres, civil servants, and public employees and the suitability with reality in the implementation process.

Specifically, the Draft Law on Emulation and Commendation (amended) includes the criteria for considering the title of "Excellent Labor Collective", which must include the criteria of "100% of individuals in the collective completing assigned tasks, of which at least 70% of individuals achieving the title of Advanced Labor"; similarly, to be considered for the title of "Determined to Win Unit", one of the criteria must be "100% of individuals in the collective completing assigned tasks, of which at least 70% of individuals achieving the title of Emulation Fighter". According to the female delegate, if this content is kept intact, when implementing the Law on Emulation and Commendation (amended), it is easy to lead to formalities.

Because reality shows that there are internal collectives that are always united, actively participate in all patriotic emulation movements, and excellently complete their tasks. However, there is an individual who does not complete the task, so the collective has to classify that individual as having completed the task, if they do not want to lose the title.
This invisibly eliminates the competitive motivation of the remaining individuals in the group. Not only that, this leads to a lack of determination in handling cadres and civil servants who in fact do not fulfill their duties according to the provisions of the Law amending and supplementing a number of articles of the Law on Cadres, Civil Servants and the Law on Public Employees; as well as hindering the process of streamlining the payroll.
Therefore, delegate Vo Thi Minh Sinh proposed to remove from the draft Law on Emulation and Commendation (amended) the content that "100% of individuals in the collective complete the assigned tasks" or instead stipulate that "at least 90% of individuals in the collective complete the assigned tasks" to be recognized as "Excellent Labor Collective" or "Winning Unit".

Delegate Thai Van Thanh - Director of Nghe An Department of Education and Training agreed with the promulgation of the Law on Emulation and Commendation (amended). The draft content also demonstrated the leadership and direction of the Party and State to promote the innovation and creativity movement to build the country in the new context but at the same time avoid the disease of achievement.
Therefore, in this draft law, the subjects, scope, and principles have been expanded; the forms of rewards are also very systematic, meeting the requirements and expectations of workers; especially, the subjects of direct production workers have been expanded, and at the same time, the subjects of rewards in the non-state sector have been added.
In addition, to make the law effective and easy to implement, delegate Thai Van Thanh suggested clarifying the "typical" content of the law; issuing a framework of standards and criteria for a number of titles so that ministries, branches and localities can easily specify them in accordance with the characteristics of labor and occupations;...

Delegate Tran Nhat Minh - full-time delegate of Nghe An Delegation proposed that the Law on Emulation and Commendation (amended) should have regulations on experience initiatives suitable to the functions and tasks of each position and profession of different subjects; thereby promoting the emulation movement.
NEED TO ENCOURAGE PRIVATE AND FOREIGN INVESTMENT IN CINEMA
Delegate Hoang Thi Thu Hien - Vice President of Nghe An Province Women's Union hopes that the revised Cinema Law will create a legal corridor to build a Vietnamese cinema with valuable works, honestly reflecting the present, leading ideology, orienting public opinion and culture for society. The delegate also believes that this draft law needs to encourage investment from the private sector and economic groups to create a boost and transformation for Vietnamese cinema.

The Vice President of the Nghe An Women's Union also said that cinema and television in our country still have many gender stereotypes, especially about women, with images of women "nailed" on film; therefore, it is necessary to pay attention to the appropriateness of legal documents to create gender equality.
Delegate Thai Thi An Chung - Deputy Head of the National Assembly Delegation of Nghe An said: The goal of building the Cinema Law (amended) is to balance the interests of the public, producers and the State. However, according to the delegate, the draft law is focusing too much on the management role of the State.

Regarding the film development policy, delegate An Chung also suggested considering the regulation of the State investing in the construction of film studios, instead only having regulations to encourage private construction; at the same time, having policies to encourage private investment, foreign investment, especially from countries with developed film industries to contribute to the development of the Vietnamese film industry.
Regarding the regulations on prohibited acts, according to delegate Thai Thi An Chung, the draft still has general and qualitative regulations, so it is necessary to have concise and clear regulations so that film producers can easily implement them and avoid being "stigmatized". On the other hand, according to the delegate, the classification of films should only be divided into 3 categories: Not allowed to be distributed, allowed to be distributed and age-restricted; instead of being divided into 6 categories as in the draft./.
