National Assembly delegates agreed to issue strong enough mechanisms and policies for Nghe An to develop rapidly.
On the afternoon of June 6, in the working program of the 7th Session, the National Assembly discussed at Dien Hong Hall the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

Comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly chaired. Comrade Nguyen Duc Hai - Member of the Party Central Committee, Vice Chairman of the National Assembly led the discussion.
The content of the draft Resolution was submitted by the Government to the National Assembly on May 31 and was discussed in groups.
The National Assembly's draft Resolution includes 14 specific policies for the development of Nghe An province, belonging to 4 groups of fields: State financial and budget management (4 policies); investment management (6 policies); urban and forest resource management (2 policies); organizational structure and staffing (2 policies).

Of these, 2 completely similar policies have been allowed by the National Assembly to be applied in other localities; 8 similar policies have been allowed by the National Assembly to be applied in other localities, with adjustments and supplements to suit the reality of Nghe An province or similar to the draft revised Law on the Capital; 4 newly proposed policies are suitable for the development reality of Nghe An province.
At the discussion session in the hall on the afternoon of June 6, 11 National Assembly deputies spoke; thereby, expressing their agreement with the issuance of the Resolution, and at the same time giving opinions and views on a number of mechanisms and policies in the draft.
In particular, many delegates commented that although Nghe An has many potentials, advantages, factors and favorable conditions for development, there is not yet a strong enough mechanism for Nghe An to break through and develop rapidly, therefore, the issuance of the Resolution is necessary.

Delegate To Van Tam, Kon Tum delegation, said: To build and develop Nghe An province commensurate with its role, position, importance, worthy of being the homeland of the great President Ho Chi Minh, the Politburo issued Resolution No. 26 in 2013, Resolution No. 39 in 2023, the National Assembly issued Resolution No. 36 in 2021 on piloting a number of specific mechanisms and policies for the development of Nghe An province and achieved initial results.
However, according to the Kon Tum delegation, those special mechanisms and policies have not yet ensured Nghe An's strong development in new circumstances and conditions.
“It can be said that the specific mechanisms and policies for the development of Nghe An province have ensured compliance with the provisions of the Constitution, closely following the goals and orientations for the development of Nghe An province according to the resolutions of the Party, especially Resolution No. 39 of the Politburo; at the same time, they are suitable to the practical conditions, natural conditions, economy, society, national defense and security of Nghe An province. Therefore, I agree with the National Assembly to consider issuing this Resolution,” the delegate of Kon Tum delegation said when mentioning the additional mechanisms and policies in the draft Resolution.

Delegate Pham Van Hoa, Dong Thap delegation also commented that the issuance of the above Resolution will create a breakthrough for Nghe An; thereby, expressing approval and agreement on the process of passing the Resolution at a session.
Delegate Tran Hoang Ngan, Ho Chi Minh City delegation, expressed his agreement with the draft Resolution; at the same time, discussed a number of recommendations; in which, with the experience of Ho Chi Minh City, the delegate suggested that the Steering Committee for the implementation of the Resolution should have a member of the Government, the Prime Minister or Deputy Prime Minister, because this is Uncle Ho's hometown; at the same time, decentralization and delegation of power need to attach responsibility to the heads and leaders of the locality.

During the working program, comrade Nguyen Chi Dung - Member of the Party Central Committee, Minister of Planning and Investment explained and clarified a number of issues raised by National Assembly deputies regarding the draft Resolution.

In his concluding remarks, Vice Chairman of the National Assembly Nguyen Duc Hai said: The majority of the National Assembly deputies agreed to issue a Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province in order to achieve the goals set out in the Resolutions of the Central Committee; ensuring Nghe An develops comprehensively, centrally, and centrally; the economy develops rapidly and sustainably, imbued with the cultural identity of Vietnam and Nghe An; making Nghe An one of the driving forces for the development of the North Central region, developing Vinh city into the economic and cultural center of the North Central region.

The Vice Chairman of the National Assembly also said: Some delegates are concerned about the focus, key points, comprehensiveness and breakthroughs of the policies; requesting to clarify policies to develop marine economy, forest economy, green economy, digital economy, border gate economy, attract strategic investors; further evaluate the results, effectiveness and implementation time of policies that have been piloted in some other localities to be more convincing when allowing Nghe An to apply them.
Delegates also contributed many quality opinions, need to study carefully to absorb and complete the draft Resolution, ensure compliance with the Constitution and the Party's policies; study and complete further to ensure the policies are truly necessary, clear, feasible and effective; carefully assess the impact, especially the impact on the budget balance, the level of influence on the central budget to increase persuasiveness; complete the conditions, ensure the implementation of policies, assign responsibility to relevant agencies, units, organizations and individuals and study policies to promote the advantages and potential of Nghe An province.

“The National Assembly Standing Committee will direct the drafting agency, the reviewing agency, and relevant agencies to study and absorb discussion opinions to develop a report on absorbing and explaining opinions of National Assembly deputies, and complete the draft Resolution to submit to the National Assembly for consideration and decision,” the Vice Chairman of the National Assembly emphasized.
