Delegate Vo Thi Minh Sinh: Quickly complete the mechanism to control power in areas prone to corruption and negativity.

(Baonghean.vn) - Delegate of Nghe An Delegation Vo Thi Minh Sinh suggested: The Government needs to urgently review and supplement the institutions to prevent corruption, waste and negativity; especially the mechanism to control power in areas of activity that are prone to corruption and negativity.

On the afternoon of June 2, continuing the 3rd Session Program of the 15th National Assembly, under the direction of Senior Lieutenant General Tran Quang Phuong - Vice Chairman of the National Assembly, the National Assembly discussed in the hall the approval of the 2020 State budget settlement and the work of practicing thrift and fighting waste in 2021.

Speaking at the discussion, delegate of Nghe An Delegation Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee expressed basic agreement with the Government's report and the verification report of the National Assembly's Finance and Budget Committee on the results of practicing thrift and fighting waste in 2021.

The reports were prepared very carefully, seriously, thoroughly and comprehensively assessed the practice of thrift and anti-waste in all fields.

“With many positive solutions, the results have made an important contribution to the work of mobilizing, managing, and maximizing the efficiency of resources for the cause of national construction and development, as well as strengthening the people's trust,” the delegate expressed.

On September 16, 2021, General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on Anti-Corruption and Anti-Negativity, signed and issued Regulation No. 32-QD/TW stipulating the functions, tasks, powers, working regime, and working relations of the Central Steering Committee on Anti-Corruption and Anti-Negativity, replacing Regulation No. 211-QD/TW dated December 25, 2019 of the 12th Politburo on the functions, tasks, powers, working regime, and working relations of the Central Steering Committee on Anti-Corruption. Thus, the Central Steering Committee on Anti-Corruption has added the function and task of preventing negativity.

On April 6, 2022, the Politburo issued Conclusion Notice No. 12-KL/TW on continuing to strengthen the Party's leadership in the work of preventing and combating corruption and negativity; in which it assessed: "Practicing thrift and combating waste still has many limitations, waste in State agencies and in society is still very serious. The situation of officials harassing, being negative, causing trouble for people and businesses has not been prevented in a timely manner";...

Citing the above regulations and conclusions, delegate Vo Thi Minh Sinh proposed that the Government add solutions to prevent and combat negativity to the report on practicing thrift and fighting waste.

Along with that, the delegate added that through reviewing legal documents, it was found that there were more than 1,000 acts of officials, civil servants and public employees that were defined as violations, both administratively and criminally, with 5 groups of acts, of which the most were acts of law violations while performing official duties with more than 950 acts.

Therefore, the female delegate of Nghe An Delegation suggested that the Government needs to have a unified viewpoint: practicing thrift and fighting waste must be closely linked with the fight against corruption and negativity.

On that basis, the Government needs to urgently review and supplement and perfect institutions to prevent corruption, waste and negativity; especially the mechanism to control power in areas of activities that are prone to corruption and negativity; as well as urgently review and overcome loopholes and inadequacies in legal documents related to areas such as: bidding, auction; management and use of land and public assets; finance, securities, etc.

“I hope the Government will soon have a specific roadmap to issue these mechanisms to improve the quality and effectiveness of public service performance of cadres and civil servants and the service quality of State administrative agencies, bringing satisfaction to people and businesses, continuing to strengthen people's trust in practicing thrift, fighting waste and preventing corruption and negativity,” said delegate Vo Thi Minh Sinh.
