Representatives of the Department of Finance clarify the plan to arrange facilities after merging communes and hamlets in Nghe An.
(Baonghean.vn) - At the discussion session in the 7th Session of the 18th Provincial People's Council on the morning of July 13, based on the synthesis of opinions from the 4 discussion groups on the afternoon of July 12, the chair of the discussion session in the hall, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council requested the leaders of the Department of Finance to explain to the delegates of the Provincial People's Council and the leaders of districts, cities and towns concerned about the arrangement of surplus facilities after the merger of commune-level administrative units and the merger of blocks, hamlets, villages and hamlets.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending were comrades of the Standing Committee of the Provincial Party Committee; Vice Chairmen of the Provincial People's Committee; leaders of the Provincial National Assembly Delegation.
Representing the leadership of the Department of Finance, comrade Nguyen Thanh Tung - Deputy Director of the Department of Finance affirmed: Implementing the policy of arranging public service units, commune-level administrative units and merging hamlets, Nghe An is one of the localities that is assessed to have performed well in the country.
However, after the merger, there were some shortcomings and difficulties, including the arrangement and handling of public assets after the merger, especially the cultural house of the hamlet that did not meet the household size, but the handling plan was slow as reflected by the delegates of the Provincial People's Council and localities.

Clarifying the reason for the delay in the arrangement plan, the Deputy Director of the Department of Finance said that in the past, each locality had different arrangement plans, some proposed to retain and transfer to other units for use to suit the cultural institution; some proposed to auction the old cultural house to raise funds to invest in building a new cultural house after consulting with the people, after the competent authority approved the arrangement plan and handled public assets according to the auction plan, the locality would plan a new location, auction the old location to raise funds for reconstruction.
On the other hand, the arrangement process encountered many difficulties, such as many land plots did not have land use right certificates, had not been measured or extracted from the cadastral map of the land plot, and had not been included in the planning and land use plan for new land purposes...

From practical difficulties and problems, the Department of Finance has asked for direction from the Provincial People's Committee and issued Official Dispatch No. 2859 with instructions to resolve them in the following directions:
For housing and land facilities that propose a plan to transfer or retain for continued use without a land use right certificate or a copy of the land cadastral map, the unit is allowed to obtain land data on the cadastral map confirmed by the district's Department of Natural Resources and Environment and related units.
For housing and land facilities that propose a transfer plan but the land use purpose has not been adjusted to a new use purpose, the unit is allowed to propose a rearrangement plan (clearly stating the reason for the transfer and the conformity with the standards and norms for using the office headquarters for the receiving unit according to regulations) and the District People's Committee must have a written commitment to include it in the land use planning and plan according to the new use purpose.

Comrade Nguyen Thanh Tung also said that, in order to speed up the arrangement of management and use of public assets after the merger in the province, on July 11, 2022, the Department of Finance continued to issue Official Dispatch No. 2527 and advised the People's Committee to draft the Plan of the Provincial People's Committee on implementing the management and use of public assets after the merger of administrative units and public service units in Nghe An province.
It clearly stipulates the deadline and responsibilities of each local level, of relevant departments, branches and units to achieve the goal of completing 100% of the approval of the arrangement plan by December 31, 2022; at the same time, implementing the arrangement plan before June 30, 2023.
