This is a major political event, a call for solidarity and action, urging the entire political system and the people of the province to seize opportunities, overcome challenges, and make a strong breakthrough, contributing to the whole country in realizing the aspiration for strength and prosperity.
In the development process, in addition to the common difficulties of the whole country, Nghe An has had its own specific difficulties, but the mettle and will of Nghe An have been affirmed. During the 2020-2025 term, the province has achieved quite comprehensive results in most areas, demonstrating the leadership role of the Party, the efforts of the government and the spirit of unity and creativity of all classes of people and the business community.
The average growth rate of gross regional domestic product (GRDP) in the province over the past 5 years has reached 8.3-8.5% per year, higher than the period 2016-2020. The scale of GRDP has increased by 1.7 times, the average GRDP per capita has increased by 1.67 times compared to 2020. The economic structure has shifted in the right direction, with the proportion of industry and services accounting for over 75%. For the first time in many terms, the State budget revenue has reached the set target, estimated at 26,000 billion VND in 2025 and including the period, 1.7 times higher than the previous term; development investment expenditure is 1.43 times higher.
In particular, the industry - construction sector has developed strongly, becoming the main growth driver of the economy, with an average value-added growth rate estimated at 11.85%/year. Most notably, the processing and manufacturing industry accounts for an increasingly high proportion; there are many new products such as: Electronic components, high-tech equipment...
Services develop rapidly, diversify and maintain a high proportion in the economic structure. The average growth rate of added value is 7.7%/year. A clear mark is that the export turnover in 2025 is estimated to reach 4.5 billion USD, far exceeding the Resolution's target. Finance and banking develop strongly, leading the North Central region. Transportation, logistics, real estate, and telecommunications continue to expand. Tourism recovers spectacularly after the Covid-19 pandemic, reaching 9.6 million visitors in 2025, an increase of 6 million compared to 2020, international visitors increase 57.87%/year.
Agriculture, forestry and fishery developed stably and effectively. The national target program on new rural construction achieved many important results with 75.97% of communes meeting new rural standards (37.09% advanced, 5.81% model); 10 district-level units completed the task of building new rural areas, before the administrative units were reorganized into 2 levels.
The marine economy is shifting in the right direction, developing quite comprehensively, gradually becoming the driving force for the province's economic development. Coastal localities contribute about 27.55% of the total GRDP; the average added value per capita in the sea and coastal areas is 1.27 times higher than the average of the whole province.
Mobilizing investment resources has achieved outstanding results, contributing to promoting growth and shifting economic structure. Total social investment capital is estimated at 500,000 billion VND, 1.7 times higher than the period 2016-2020. The bright spot is attracting FDI, in the period 2022-2024, Nghe An is continuously in the top 10 provinces in the country, with a total registered capital of over 4.8 billion USD, 4.5 times higher than the accumulated capital before 2020; many large global technology corporations have invested, forming high-tech production chains and deep processing.
Science, technology, and digital transformation are focused on, achieving many positive results, the proportion of digital economy in GRDP by 2024 accounts for 9.05%. Education has made great strides, in 2025 the high school graduation exam results will be the top in the country, at the same time, maintaining the top position in students winning national and international awards. Culture and sports are developing in the right direction, achieving many important achievements. Healthcare is changing rapidly, gradually affirming its role as the center of the North Central region.
The work of job creation, implementation of policies for meritorious people, social assistance and poverty reduction has been focused on, with the active participation of all levels, sectors, businesses and the community, achieving many outstanding results. On average, new jobs are created for over 45,000 people each year, exceeding the Resolution's target by 8.46%. The multidimensional poverty rate is expected to be 3.12% by the end of 2025. Nghe An has basically completed the goal of eliminating temporary and dilapidated houses for the poor by 2025.
The country is entering a new era of development, aiming for two "hundred-year" goals: By 2030, the 100th anniversary of the founding of the Party, it will be a developing country with modern industry and high average income. By 2045, the 100th anniversary of the founding of the country, it will become a developed country with high income.
Implementing President Ho Chi Minh's Testament for his homeland Nghe An, with the wish that Nghe An will soon become one of the most prosperous provinces in the North and the conclusion of General Secretary To Lam at the working session with the leaders of Nghe An province, requiring the need to build a modern growth model with depth and high adaptability, based on 4 strategic economic pillars: Green economy, digital economy, marine economy and knowledge economy; At the same time, thanks to the timely attention and assistance of the Central Government, the efforts of all levels, sectors, business community and people in the province, inheriting the results of the Documents of previous Congresses, the results of the dedication, efforts and struggles of many generations of provincial leaders, the Documents of the 20th Provincial Party Congress affirmed the political determination of the entire Party Committee, intellectuals and people of all walks of life in concretizing the aspirations of national strength, prosperity and happiness on the land of talented people, and at the same time, proposed the key priorities in the socio-economic development of the province in the coming period.
The first:The province focuses on exploiting its full potential and advantages to create a breakthrough in economic growth, aiming for a double-digit growth target, focusing on continuing to innovate the growth model associated with restructuring the economy towards modernity, sustainability and high adaptability.
The province takes industry as a driving force for breakthroughs, focusing on high-tech industry, processing and manufacturing industry and supporting industry. Trade and modern services are the spearhead, focusing on logistics, finance - banking, tourism, education, training and high-quality healthcare. Agriculture is the foundation, focusing on high-tech agriculture associated with value chains. Developing the marine economy is associated with strengthening national defense and security.
During the development process, Nghe An will continue to concretize and widely implement important resolutions of the Politburo, considering them as a guideline for all actions, including: Resolution No. 57-NQ/TW on science and technology development, innovation and digital transformation; Resolution No. 59-NQ/TW on international integration; Resolution No. 66-NQ/TW on innovation in law making and enforcement; Resolution No. 68-NQ/TW on private economic development.
Monday:Developing economic zones, economic corridors, urban areas, rural areas and infrastructure in a connected, modern and sustainable direction. In particular, focusing on concretizing and effectively implementing the development of key areas, economic corridors and urban systems as specified in Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 and the Provincial Planning for the period 2021-2030, with a vision to 2050.
The key is to develop Vinh - Cua Lo urban area in a multi-centered, modern, smart, green, clean, beautiful, safe direction, becoming a strong growth pole of the province and the center of the North Central region. Expand the Southeast Economic Zone into a dynamic, highly competitive economic area, an industrial, service, and logistics center associated with the coastal corridor.
Developing strategic economic corridors linked to the North-South Expressway, Ho Chi Minh Road, National Highway 7A, National Highway 48A and international border gates. At the same time, building new rural areas with sustainable and modern development, preserving cultural identity; in which, paying attention to comprehensive development of Western Nghe An, exploiting potential, preserving cultural identity, landscape and ecological environment.

Tuesday:Investing in developing synchronous, modern infrastructure that adapts to climate change. Focus on strategic transport infrastructure: Building Vinh - Thanh Thuy Expressway, high-speed railway section through Nghe An; upgrading Vinh International Airport and National Highway 7A, National Highway 48A; building Cua Lo Deepwater Port, developing Dong Hoi Port. At the same time, developing digital infrastructure, science and technology, logistics, energy, multi-purpose irrigation and projects for natural disaster prevention and control, climate change adaptation; developing modern urban infrastructure, social housing, essential social works.
Wednesday:Focus on developing education, training and people's health care based on concretizing the orientations and policies in Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
The province prioritizes the effective allocation and use of public investment resources, while promoting socialization to create breakthroughs in education and health care and implement important policies such as: Exemption of tuition fees; completion of the construction of a network of boarding schools in ethnic minority, disadvantaged and border areas before 2030; ensuring that each person receives a periodic health check-up at least once a year...
Thursday:Improve the efficiency of labor, employment and social security work; at the same time, focus on social security, sustainable poverty reduction, especially in mountainous and ethnic minority areas; care for policy families and people with meritorious services. Western Nghe An continues to be a strategic priority, focusing on projects, attracting investment, improving living standards, and narrowing the gap with the lowlands.
Friday:Focus on effectively operating two-level local governments in conjunction with administrative reform and digital transformation, improving the investment and business environment, moving towards a transparent, friendly, and effective administration that better serves the people and businesses. This is a specific and central task of the term; in which, commune-level governments must be strong enough and have sufficient governance capacity.
In particular, the province will focus on three development breakthroughs in institutions, human resources and infrastructure development; considering this an important foundation to promote rapid and sustainable growth in the new period.
