Building Nghe An into a medical center of the North Central region
Over the past time, Nghe An Health sector has affirmed its pivotal role in protecting, caring for and improving people's health. With a tradition of innovation, creativity and outstanding achievements, the sector is striving to realize the goal of making Nghe An become the Medical Center of the North Central region.
A giant leap forward
Over the past years, Nghe An's health sector has always closely followed the orientation of the Central Government, the province and the practical situation; effectively implemented important resolutions such as: Resolution No. 20-NQ/TW and Resolution No. 21-NQ/TW on the work of protecting and taking care of people's health and population work in the new situation; Resolution No. 26-NQ/TW dated July 30, 2013, Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province; along with the Resolution of the 19th Nghe An Provincial Party Congress. Thanks to that, health work in the province has achieved many outstanding results.

The network of medical examination and treatment facilities in the province has developed rapidly, widely, and diversely, increasingly meeting the health care needs of the people in the province, neighboring areas and Laos. Medical examination and treatment are given comprehensive attention; the quality of services at medical facilities is constantly improved (100% of commune and ward health stations have doctors working); community health care is focused on, contributing to improving the quality of life of the people.
In particular, many advanced, high-tech and specialized medical techniques have been successfully deployed, marking a breakthrough in technical expertise such as: Organ transplantation (kidney transplantation, liver transplantation, etc.), open heart surgery, cardiovascular intervention, assisted reproduction (IVF/ICSI), ECMO, application of molecular biotechnology in early diagnosis of embryonic abnormalities, genetic diseases and cancer, etc.

Along with that, Nghe An has become a leading locality in implementing the autonomous mechanism, socializing healthcare, administrative reform and applying information technology in medical examination and treatment (100% of units deploy software to manage medical examination and treatment and health insurance payment; 100% of medical examination and treatment facilities deploy cashless payment; 97% of initial electronic health records are created; 51/51 units deploy electronic medical records)... Thereby, helping people access faster and better quality medical services and contributing to improving the effectiveness and efficiency of the health sector in the new situation.
Building a modern healthcare system
The Congress of Delegates of the Nghe An Department of Health Party Committee for the 2025-2030 term determined:“Building a clean and strong Party organization; developing a synchronous health system, fundamentally innovating grassroots health care; determined to make breakthroughs in people's health care, meeting the requirements of national development in the new era”.
With that goal, entering the 2025-2030 term, Nghe An Health sector continues to closely follow the orientation of the Central and the province; effectively implement important resolutions, especially Resolution No. 72-NQ/TW of the Politburo and Resolution No. 282/NQ-CP of the Government on breakthrough solutions to strengthen the protection, care and improvement of people's health. Thereby, the sector strives for comprehensive innovation, creating substantial changes, contributing to building a modern, effective and sustainable Nghe An health system, worthy of being the medical center of the North Central region.

Based on that orientation, Nghe An Health sector has set the goal by 2030: Improve physical strength, intelligence, stature and healthy life expectancy of the people; increase the average height of children and adolescents by at least 1.5 cm; average life expectancy reaches 75.5 years, of which the minimum number of healthy years is 68 years; reduce the burden of disease, control risk factors affecting health; essential vaccination rate reaches over 95%; the rate of people regularly doing physical activities increases by 10%... People are given periodic health check-ups or free screening at least once a year; have an electronic health book created for life-cycle management, gradually reducing the cost burden; by 2030, basic hospital fees within the scope of health insurance benefits according to the roadmap are exempted.
Ensure that 100% of commune-level health stations are invested in facilities, equipment, and human resources according to their functions; by 2027, each station will have 4-5 doctors; increase the rate of medical examination and treatment covered by health insurance at the station to over 20%. By 2026, over 95% of the population will participate in health insurance, by 2030, move towards universal coverage; develop diverse types of health insurance.

To achieve the goal, the industry has identified key tasks and solutions: Innovating thinking and action in leadership, direction, and organization of the work of protecting, caring for, and improving people's health; promptly perfecting institutions; improving the capacity of the health system, especially preventive medicine and grassroots health; promoting the strengths of traditional medicine; improving medical ethics, developing quality and synchronous health human resources; promoting health financial reform, developing effective and sustainable health insurance policies; making breakthroughs in science and technology development, comprehensive digital transformation; developing private health care, mobilizing and effectively using all resources.
Focus on 3 strategic breakthroughs to break through

The industry identified three strategic breakthroughs:
The first,Re-plan the health facility network according to the two-level government model, improve preventive health care capacity towards early disease prevention, and develop a synchronous, balanced, and reasonable specialized health care system.
Monday,Develop a smart and convenient healthcare system, improve the quality of examination, treatment, and healthcare, taking patients as the center.
Tuesday,Developing medical human resources in both quantity and quality, considering this as the core foundation for sustainable development and achieving the goal of becoming a specialized medical center in North Central Vietnam.
With tradition, internal strength and determination to innovate, Nghe An Health sector is firmly on the journey to become the Medical Center of the North Central region, contributing to the successful implementation of the Resolution of the 20th Provincial Party Congress.
