Congress of Delegates of Hung Linh Commune Party Committee, term 2020 - 2025

On the morning of March 25, the Hung Linh Commune Party Committee held its 21st congress for the 2020-2025 term. This is the second grassroots party organization to hold a model congress in Hung Nguyen. Attending the congress were leaders of the Provincial Party Committee's Mass Mobilization Committee and Inspection Committee; the Standing Committee of the District Party Committee and leaders of district-level departments and offices, along with 130 delegates, representing 287 party members of the entire Party Committee. Implementing the Resolution of the 20th Party Congress of the commune and the resolutions of the Party Congresses at all levels for the 2015-2020 term, over the past 5 years, the Party Committee and the government of Hung Linh commune have skillfully and flexibly applied the guidelines and policies of all levels; sought the support of children living far from home, and at the same time promoted the solidarity and consensus of local cadres, party members and people for the common movement of the commune.

Accordingly, Hung Linh's economy continued to develop during the term. The average growth rate was 8.5%; per capita income increased 1.3 times compared to the beginning of the term.

During the term, the locality mobilized from resources and internal resources of the people with a total of 67.9 billion VND to complete the infrastructure system of transportation, irrigation, schools, cultural facilities and commune offices...

Based on the orientation and participation of local authorities, people have boldly converted some ineffective rice growing areas to a livestock farming model combining rice growing with family farms and livestock farms; encouraging the development of industries and services.

In particular, the Party Committee and government continue to create favorable conditions for the people in the labor export work, and the number of people working abroad in the past 5 years is 550 people, and the foreign currency sent back to the locality is 80 - 85 billion VND/year.

The cultural and social fields are given comprehensive attention, contributing to improving spiritual life, taking care of people's health and the education of local children, and ensuring national defense and security.

The work of building the Party, government, Fatherland Front and mass organizations has made much progress; the leadership, direction and administration of Party committees and governments have many innovations, creativity and flexibility; promoting democracy, solidarity and high consensus within the entire Party and people.

Thanks to that, during the term, Hung Linh commune was recognized as meeting the NTM standards, reaching the finish line 2 years earlier than the congress' target.

Based on the leadership and direction experience and achievements in the 2015 - 2020 term, it has created new momentum for the Party Committee, government and political system, and the people of Hung Linh commune with the determination to continue to maximize potential and advantages, striving to achieve an advanced NTM commune by 2023.

Speaking at the congress, in addition to appreciating the efforts and achievements of the Party Committee and people of Hung Linh commune in the 2015 - 2020 term as well as issues that need to be adjusted and overcome, Secretary of Hung Nguyen District Party Committee Hoang Van Phi suggested that Hung Linh commune in the 2020 - 2025 term needs to continue to research and consider in order to promote the potential and advantages of the locality, especially the advantage of alluvial land along Lam River to change the crop structure, apply science and technology and link with businesses, creating a new economic shift.

Focus on maintaining and improving the quality of NTM criteria, aiming to achieve the model NTM standards by the end of the term. Strengthen and ensure political security, order and safety, stabilize the situation, and create momentum for local development.

The District Party Secretary also emphasized the need for the Hung Linh Party Committee to pay special attention to Party building work in terms of political ideology, organization, inspection and supervision; promote the role and responsibility of cadres and party members, especially heads of agencies and units in speaking and doing, creating a common spread among all classes of people, contributing to bringing the locality to greater development in the 2020 - 2025 term.
