A young man in Nghe An was proposed to be punished for evading military service to work in Korea.
After being drafted into the military, a young man in Hung Nguyen district also received his enlistment order, but two days before the enlistment ceremony, he left for South Korea to work.
On February 28, a leader of the People's Committee of Hung Nguyen district said that the locality had just transferred the file and related documents for the Chairman of the Provincial People's Committee to review and issue a decision on administrative sanctions according to his authority for non-compliance.call import commandof a local citizen.
In the document, the People's Committee of Hung Nguyen district proposed to impose an administrative fine of 62.5 million VND on Dinh Huu Ph. (19 years old, residing in Hamlet 5, Hung Yen Nam Commune) for not complying with the call-up order. The remedial measure is to force this person to perform military service and comply with the call-up order.
According to the case file, Dinh Huu Ph. had previously undergone a medical examination at the commune and district levels, and the results showed that Ph. passed the military service list in 2025. On January 24, this young man was also present at the Hung Yen Nam commune headquarters to receive the call-up order.
However, on February 14, when the government organized the military handover ceremony, Ph. was not present as planned. Ph.'s behavior violated the provisions of Clause 3, Article 7 of Decree No. 120/2013/ND-CP dated October 9, 2013 of the Government on administrative sanctions for violations in the field of national defense and cryptography; amended and supplemented in Clause 9, Article 1 of Decree No. 37/2022/ND-CP dated June 6, 2022 of the Government. The fine ranges from VND 50 million to VND 75 million.

According to the verification of the authorities, this young man is currently not in the locality. The family said that 2 days before the military handover ceremony, on February 12, Ph. left the country for South Korea to work as a self-funded student.
According to the leader of Hung Yen Nam commune, in the 2025 military recruitment campaign, the locality was assigned a target of recruiting 14 citizens to join the army. However, the result was only 12 young men were recruited into the army.
