Congress of Delegates of Muong Noc Commune Party Committee (Que Phong) for the 2020 - 2025 term

On June 16 and 17, Muong Noc Commune Party Committee held the 23rd Congress of Delegates for the 2020-2025 term.

Attending and directing the Congress were comrade Truong Minh Cuong - Secretary of the District Party Committee; Vice Chairmen of the District People's Council and People's Committee; heads and deputy heads of district-level departments, branches and organizations, and 131 delegates representing 340 party members in the commune.

During the past term, many difficulties and challenges, natural disasters, and complicated epidemics, especially the separation and merger of administrative units according to Resolution 831/2019/NQ-UBTVQH, have significantly impacted the lives of people in Muong Noc commune. However, thanks to the attention of district-level departments and organizations, along with the solidarity and efforts of the Party Committee and people of Muong Noc commune, many remarkable results have been achieved.

Notably, during the term, the economy grew quite well, shifted in the right direction, production and services had many positive changes, promoting the potential and existing advantages of the locality, there were many economic models with high efficiency. The total production value reached more than 166 billion VND. The average growth rate of VAT in the period of 2016 - 2020 reached 6.8%/year (achieving the Resolution target). The average income per capita/year by 2020 reached 31.5 million VND. The economic structure has shifted in the right direction: agriculture, forestry and fishery accounted for 39.46%, services accounted for 32.94%, industry and construction accounted for 27.6%.

With the results achieved in the 2015 - 2020 term, the Congress focused on discussing and setting out goals, directions, tasks and targets for the coming term, striving to build a strong Party organization, making Muong Noc a fairly developed commune in terms of economy and politics, worthy of being a central commune of Que Phong district, reaching the NTM target by 2025.

KEY TARGETS BY 2025

- Average annual growth rate of VAT is 8.5 - 9.5%

- Average income per capita/year 41 - 42 million VND

- Local budget revenue increases by 10-15% each year

- Strive for the commune to achieve 19/19 new rural criteria by 2025

- National standard school rate level 1: 100%

- Rate of workers receiving vocational training by 2025: 150 - 200 people

- Labor export by 2025: 50 - 60 people.

- Average annual poverty rate reduction of 1.5 - 1.7%

- Strive to maintain the commune meeting national health standards

- Annually achieve the Party Committee's excellent performance or better.

In the spirit of “Solidarity, democracy, innovation and development”, the Congress wisely elected 15 comrades to join the Executive Committee of the Muong Noc Commune Party Committee, term XXIII, 2020 - 2025. Comrade Lo Thi Hong was trusted to continue to hold the position of Secretary of the Muong Noc Commune Party Committee. The Congress also elected 13 delegates to attend the higher-level congress./.
