Ensuring the quality and progress of the 2019 Population and Housing Census

Chairing the conference from Hanoi was Comrade Vuong Dinh Hue - Politburo member, Deputy Prime Minister, Head of the Central Steering Committee for the Population and Housing Census. Also attending were representatives from relevant ministries and branches.

On the Nghe An side, there were comrades: Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrade Le Hong Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Population Census Steering Committee, members of the Provincial Steering Committee and the Steering Committees of 21 districts, cities and towns.

Implementing the Prime Minister's Decision on the 2019 Population and Housing Census, up to now, the Central Steering Committee has organized training, completed the census questionnaire, provided census guidance, established a network to implement the Census, developed application software programs, prepared information technology infrastructure to process online survey data and electronic forms, and can receive data from more than 200,000 survey areas.

Up to this point, 22 City and Provincial Party Committees have issued Directives and 51 Provincial People's Committees have issued Directives on the General Population Census; 3 Ministries: National Defense, Foreign Affairs and Public Security have prepared and have their own investigation plans according to regulations.

Applying smart technology to investigation and data collection

Speaking at the conference, comrade Vuong Dinh Hue - Politburo member,The Deputy Prime Minister emphasized the importance of this General Population and Housing Census, which is not only significant for assessing and planning the country's sustainable development goals and plans, but also for monitoring the implementation results of the United Nations' population program goals in Vietnam.

Highlighting 10 basic contents of the investigation and noting that ministries, branches and regions have their own investigation plans, the Deputy Prime Minister requested the Steering Committees of ministries, branches and localities to focus on reviewing. From now until the launch of the General Census on April 1, there is not much time left so a careful review is required;

The new highlight of this Census is the application of smart technology in investigation and data collection, so attention should be paid to the quality of transmission lines and information technology platforms to update information and data on the server; coordination and connection must be enhanced so that the analysis is accurate and reliable...

At the conference, representatives of provinces and ministries and branches reported on the preparation for the General Census, difficulties and challenges and made recommendations to the Central Steering Committee for handling.

Effective propaganda is needed so that the general public knows.

Based on the comments from localities and ministries, Deputy Prime Minister Vuong Dinh Hue emphasized that this round of the Population Census is very important, the preparation time is quite long, the specialized ministries and branches have prepared carefully, in addition to the survey using paper forms, there is also integrated software on smart phones and tablets; ministries, branches and provinces have issued directive documents, removing financial difficulties to ensure progress.

In the coming time, it is recommended that Party committees and authorities pay attention to the scale and magnitude of this General Census, mobilize the political system to participate but must ensure safety, economy and efficiency; have effective forms of propaganda so that the majority of people know, access and cooperate to provide information in the most accurate way; press agencies devote a lot of time and news articles to reporting, considering this as a key and urgent task of the year, pay attention to remote areas and special areas (merged, newly established...) to have appropriate propaganda and investigation methods and data collection.

Nghe An is ready for the General Census plan.

In Nghe An, up to now, in addition to establishing the Steering Committee and the Steering Committee Office at all levels, the province has developed a plan for the General Census in the whole province, reviewed and made a list by administrative unit, drawn a base map to divide the survey areas, selected sample areas with 2,460 out of a total of 8,846 areas; made a list of 839,130 ​​households and a list of 3,217,691 people; actively carried out propaganda; selected and opened 100 training classes for 4,052 investigators and 233 supervisors at the provincial and district levels to implement the General Census with the best results./.
