People live miserably near Song Lam Cement Factory

(Baonghean.vn) - Although according to the environmental impact assessment approved by the Ministry, households within a 600 meter radius from the factory fence will have to relocate, after more than 2 years of operation, hundreds of households are still "stuck" in this area. Every day, they have to face dust, noise and mud flowing down from this factory.

After the rain on the morning of November 8, mud from the Song Lam Cement Factory construction site poured into the houses of many households in Do Son village, Bai Son commune, Do Luong district. According to the environmental impact assessment approved by the Ministry of Natural Resources and Environment in February 2016, the project's affected areas are within a radius of 900 meters from the factory's kiln, or 600 meters from the project's fence. According to this distance, nearly 200 people will have to be relocated to implement the project. However, the project later relocated only 32 households, of which 20 households were located within the project's expansion area and 12 households had to be relocated because they were determined to be affected by dust and noise. After discovering these "forgotten" households, since the beginning of 2018, the Nghe An Department of Natural Resources and Environment has continuously sent two official dispatches, asking for the opinion of the Ministry of Natural Resources and Environment on relocating these households out of the area affected by the Song Lam Cement Factory. Dust covers the factory area, while many households are now only a few meters away from the factory fence. In a written response to the Nghe An Department of Natural Resources and Environment on August 7, 2018, the General Department of Environment (Ministry of Natural Resources and Environment) stated that the number of households to be relocated was determined and provided by the project owner in the environmental impact assessment report and the investor must be responsible before the law for the truthfulness of this data and documents. Many households live a few meters from the factory fence, while according to the environmental impact assessment, within a radius of 600 meters, they have to be relocated. Song Lam Cement Factory of Song Lam Cement Joint Stock Company (belonging to The Vissai Cement Group) was invested with a capital of more than 10,000 billion VND, with a capacity of 6,000 tons of clinker/line/day. Each year, the factory will produce 4 million tons of products and create jobs for 2,000 workers. The project has been approved by the Ministry of Natural Resources and Environment for its environmental impact assessment report in Decision No. 297 dated February 4, 2016 and officially put into operation since October 2016.
