People "accuse" Dien Hong Small Industrial Park of causing environmental pollution

The settling ponds are filled with soil, the third settling pond has broken banks, losing its settling function. Therefore, the wastewater discharged into the drainage canal is black and has an unpleasant odor.
Regarding the opinion of Dien Chau voters reflecting that Dien Hong small industrial park discharged waste causing environmental pollution, on January 30, 2019, the Department of Natural Resources and Environment issued Official Letter No. 589/STNMT-BVMT requesting the People's Committee of Dien Chau district to conduct inspection and verification to clarify the above content. On February 15, 2019, the People's Committee of Dien Chau district issued Official Letter No. 260/UBND-TNMT reporting the results of inspection and verification as follows:
Dien Hong Industrial Cluster was approved by Nghe An Provincial People's Committee for construction planning in Decision No. 4612/QD-UB.CN dated November 25, 2003 and the adjusted planning in Decision No. 1875/QD-UBND.CN dated May 29, 2007 with a planning area of 10 hectares, including 11 enterprises and 30 households investing in production with the main industries being steel billet cooking, plastic recycling, scrap purchasing and processing...
- About household waste: Production and business establishments have contracted with the commune's collection team to collect and transport waste for treatment; The main emissions come from steel billet smelting facilities, however these facilities all have waste gas treatment systems.
- About wastewater: Domestic and production wastewater is preliminarily treated through settling tanks at production facilities and collected to the cluster's centralized wastewater treatment system before being discharged into the Vech Bac canal. The centralized wastewater treatment system was built in 2003, with 3 settling ponds and a drainage system. However, the treatment system has now degraded: pipes and drainage ditches are broken and clogged with mud and waste; the settling ponds are silted with soil, the third settling pond has a broken bank, losing its sedimentation function. Therefore, the wastewater discharged into the drainage canal is black and has an unpleasant odor. Overflowing rainwater is collected with the wastewater collection ditch system.

Faced with the above situation, the People's Committee of Dien Chau district has directed the Management Board of Dien Hong Industrial Cluster to collect duckweed, garbage and dredge canals and settling ponds of the wastewater treatment system.
At the same time, direct the Department of Economics and Infrastructure, the Department of Natural Resources and Environment, and the People's Committee of Dien Hong commune to prepare a budget estimate for renovating the drainage system and centralized wastewater treatment of Dien Hong Industrial Park and submit it to the District People's Committee for consideration and decision.
In addition, the People's Committee of Dien Chau district directed specialized departments and the People's Committee of Dien Hong commune to propagate and mobilize enterprises to raise awareness and responsibility in environmental protection; at the same time, regularly inspect and supervise the activities of establishments, request establishments to seriously implement environmental protection measures and conduct periodic environmental monitoring, and send monitoring results reports to competent authorities for monitoring and management.
Responding to voters' petitions, the People's Committee of Dien Chau district also said it will strictly handle facilities that discharge waste directly into the environment, affecting people's health and lives.
