Health Care Center facility was denounced by people: Nghe An Department of Health once imposed a fine of 35 million VND
Health Care Center, with its business lines of selling functional foods, sauna services, massage, and retail cosmetics, was fined 35 million VND by the Nghe An Department of Health in 2024.
As reported by Nghe An Newspaper: On April 11, 2025, Ms. Tran Thi Bich Van (57 years old, in block 5, Hung Nguyen town, Hung Nguyen district) submitted a petition to the authorities denouncing the Health Care Center (located at 26C, Nguyen Thai Hoc street, Vinh city) for violations of the law, including: Appropriation of personal property; unlicensed medical examination and treatment; impersonating a medical facility; violating the life and health of citizens; intentionally causing injury; impersonating a police agency.

According to the reporter's investigation, the Health Care Center at the above address is owned by Ms. Nguyen Phuong Thanh. Ms. Thanh was granted a Business Registration Certificate by the Department of Finance - Planning, Vinh City People's Committee under the name "Vietnam HTK Export Business Household", operating in the fields of: selling functional foods, sauna services, massage and retail cosmetics.

During its operation, the Health Care Center was once fined for administrative violations by the Nghe An Department of Health. Specifically, on October 9, 2024,Nghe An Department of Healthissued a decision to administratively fine the business owner Nguyen Thi Thanh for advertising medical examination and treatment services without a license to operate medical examination and treatment or a certificate to practice medical examination and treatment with the amount of 35 million VND. The Department of Health also forced the facility to remove the advertisement of medical examination and treatment services on the Facebook page: Department of Musculoskeletal Surgery - Nghe An province from October 9, 2024.
In addition, Vinh City Health Department also conducted inspections and required the facility to operate in accordance with licensed industries.

However, this facility did not remove the advertisement as requested but continued to post new content with signs of violation. According to the reporter's records, up to now, the medical examination and treatment advertisement content on the Facebook page "Department of Orthopedic Surgery - Nghe An Province" has not been deleted. In addition, the facility also uses another Facebook page to advertise services, with the purpose of attracting patients to the Health Care Center at 26C, Nguyen Thai Hoc Street, Vinh City.
The treatments advertised on these pages such as: "Complete treatment of herniated disc, osteoarthritis, pain and numbness in limbs with just one treatment, price from 499,000 VND", or "Super Micro Needle method"... have not been scientifically verified and are not recognized by the Ministry of Health.

Information from the Department of HealthNghe An: Health Care Center - HTK Vietnam Export Business Facility does not register or have a license to examine and treat patients in Nghe An province... People who need to examine and treat patients need to go to legal medical facilities that have been licensed to operate. The sign to identify a legal facility is the information about the practice license number clearly stated on the signboard or billboard of the facility. If this information is not available, it can be determined that the facility is operating without a license.
In order to rectify advertising activities for medical examination and treatment services, on March 17, 2025, Nghe An Department of Health issued Official Dispatch No. 862/SYT-NVY on "Strengthening the rectification of advertising activities for medical examination and treatment services in Nghe An province". The Official Dispatch requires the Health Departments of districts, towns and Vinh City to deploy regulations related to advertising for medical examination and treatment services to all medical facilities in the area; at the same time, strengthen the inspection and examination of compliance with legal regulations, strictly handle violations according to Decree 38/2021/ND-CP dated March 29, 2021 of the Government on administrative sanctions in the field of culture and advertising.
