For a long time, we have only heard of police and military units having regulations on reading newspapers every morning, at the beginning of work; for commune and town party committees, this is rare. However, in Dong Thanh commune Party Committee (Yen Thanh district), it has become a habit for 2 years now, reading newspapers at the beginning of the week is maintained regularly, promoting good results.

However, in Dong Thanh commune Party Committee (Yen Thanh district), it has become a habit for 2 years now, reading newspapers at the beginning of the week is maintained regularly, promoting good results.

Strictly implementing the directive of the superiors on purchasing and using party newspapers, right from the beginning of the year, the Standing Committee of the Party Committee of Dong Thanh commune has balanced the revenue sources, identified the newspaper delivery points, and postmen to receive the demand and order the newspapers. Every day, 22 issues of the newspaper are provided to 16 party cells (including 3 school party cells, 1 health station party cell) and the leaders.

The Party Committee's Resolution stipulates: On the first Monday of the week, all cadres and civil servants gather in the hall to listen to the newspaper reading. In the first week of the month, the news of Dai Doan Ket and Nguoi Cao Tuoi newspapers, etc. is compiled and selected by the Front cadres for reading. In the second week, Nghe An and Nhan Dan newspapers are compiled by the Deputy Head of the Propaganda Department or the Party Committee Secretary for news and outstanding articles for reading. In the next two weeks, the newspapers Phu Nu, Tien Phong, Lao Dong, etc. Each time the newspaper is read, the time depends on the amount of news and outstanding articles, but it is at least one hour. No one is allowed to be absent or late during the newspaper reading time. If they violate the regulations, they will be reprimanded and their emulation points will be deducted.

The monthly Party cell meeting schedule is strictly followed. Party cell secretaries read newspapers, magazines, and newsletters every day, selecting, taking notes, and marking outstanding news and articles to read before the meeting. It has become a routine and habit to listen to current news, so the number of absent Party members at each Party cell meeting is very small. Because of the needs of Party members, Party cell secretaries read newspapers more carefully, take more careful notes to select and provide information.



At the beginning of the afternoon working hours, the Party Committee has the Party newspaper to read.

Party Secretary Phan Van Bao said: “In the beginning, many people were not serious about reading newspapers at the beginning of the week, but the Party Committee did not let the negligence of a few individuals affect the general policy of the Party Committee. Due to thorough implementation, reading newspapers at the beginning of the week has now become a need of individuals and groups. Reading newspapers in a concentrated manner every week also helps cadres and party members get closer together when they share the same views on an event or information reported by the newspaper.”

There are 4 commune leaders who have retired for 5-10 years but are still provided with newspapers. The Party Secretary shared: “In addition to the meaning of gratitude of the commune to the previous cadres, providing newspapers to retired leaders is a responsibility, for the common benefit of the commune. The Party newspaper supplements information and knowledge so that through their prestige, senior Party members will propagate more quickly and effectively useful current information to help the leadership of the commune better, meeting the aspirations of the people”.

We had the opportunity to talk with Mr. Le Thanh Van (76 years old) in Dong Hoa hamlet, former Chairman of the Commune People's Committee (2nd class disabled veteran). Although he has been retired for more than 10 years, he still receives a copy of Nghe An newspaper every day. He happily said: "Although the newspaper's economic value is not great, it is very meaningful. We consider it a great source of spiritual encouragement and a task that the commune leaders entrust to the elderly party members. Nghe An newspaper helps us gain a deeper understanding through news and articles that are updated quickly, clearly and closely related to reality." On the anniversary of the Party's founding (February 3); War Invalids and Martyrs Day (July 27), National Day (September 2) or the death anniversary of grandparents, Lunar New Year, when all the children and grandchildren are present, Mr. Van takes out the newspaper to read to the whole family. Reading articles about new rural construction, he was very impressed with the typical examples of donating land to open roads. When it was his turn, he donated 66 square meters of land, called his children and grandchildren to cut down trees, remove fences and return the site to the construction unit.

Mr. Duong Minh Lac (74 years old) in Dong Phu hamlet, former Party Secretary, retired in 1994. In addition to the Nghe An newspaper provided, he also subscribed to the Nguoi Cao Tuoi newspaper. He believes that the newspaper of his hometown is the most practical, because the changes in this district and that commune that the newspaper reflects are very close and easy to learn and apply. Reading Nghe An newspaper, he advises his children on family planning, medical treatment and health care, and educating children to avoid social evils. He really enjoys reading articles about cultural meetings, artistic activities, articles about good people and good deeds, the columns "People's Council delegates speak, act and listen", "Readers' opinions".

Although they live in different communes, the Nghe An newspaper has created a close relationship between Mr. Lac, Mr. Van, Mr. Mai Viet Ninh, and Mr. Nguyen Xuan My. As retired commune leaders, senior party members, and those who have been provided with party newspapers, and who understand their locality well, they are very responsible. Together, they discuss necessary issues to advise current leaders to overcome difficulties, especially the work of mobilizing land donations to open roads or contributing facilities to build schools and offices.
