Correctly assess the target audience and implement policies to support poor households.
(Baonghean.vn) - On the morning of September 18, the Department of Labor, Invalids and Social Affairs organized a training course on poverty reduction for more than 500 policy officers in the province.
Participating in the conference, commune-level policy officers were trained on the contents of Resolution 71/NQ-CP on a number of new policies for multidimensionally deprived poor households issued on May 31, 2018.

Resolution 71/NQ-CP clearly stipulates that new policies on education and training support for members of multidimensional poor households lacking at least 01 educational indicator (educational level of adults; school attendance status of children) will be implemented with education and training support policies as for members of poor households according to income criteria.
In addition, policies on health insurance, housing support, and domestic water support are implemented according to previously issued policies to ensure consistency with the state budget.

In addition, other current policies have provisions for support for near-poor households, so multidimensionally deprived poor households are entitled to the same support policies as near-poor households.
At the same time, localities and relevant departments continue to implement support policies on residential land, production land, legal support and other policies for poor households of ethnic minorities, poor mountainous districts, and especially disadvantaged villages and hamlets.
All policies whose points are emphasized and clarified in this resolution shall be implemented starting from the date of promulgation of the resolution.

For multidimensionally deprived poor households that have enjoyed policies similar to those for income-criteria poor households before this resolution takes effect, the funds allocated to implement the policy will not be recovered.
In case localities have implemented multidimensional support for poor households such as poor households based on income criteria from January 1, 2016 to the time this resolution is issued, the funding will be guaranteed by the local budget.

At the conference, the Department of Labor, Invalids and Social Affairs requested districts and towns to make a list of poor households in especially difficult circumstances with no income and unable to escape poverty to propose to the province a long-term support mechanism. At the same time, the Department of Labor, Invalids and Social Affairs requested policy officers to clearly classify to determine which poor households are considered unable to escape poverty, thereby having a closer support mechanism for each type of subject.
The conference will take place over two days from September 18-19.
