Carefully evaluate the strengths and weaknesses of the Politburo and the Secretariat

General Secretary Nguyen Phu Trong requested the Central Committee to look straight at the truth, carefully consider and evaluate the advantages, limitations and shortcomings in the leadership and direction of the Politburo and Secretariat in conjunction with the implementation of Resolution 4 of the Central Committee (12th tenure) in all fields.

Speaking at the 5th Central Conference (12th tenure) on the morning of May 5, General Secretary Nguyen Phu Trong emphasized this when referring to the content of reviewing the leadership and direction of the Politburo and Secretariat in 2016 in conjunction with the implementation of Resolution 4 of the Central Committee (12th tenure) on Party building and rectification.

According to General Secretary Nguyen Phu Trong, implementing the Party Charter, Working Regulations and Resolution of the 4th Central Committee (12th tenure) on Party building and rectification, in March 2017, the Politburo and Secretariat spent 7 days to conduct self-criticism and criticism of the leadership and direction of the Politburo and Secretariat in 2016 in conjunction with the implementation of Resolution of the 4th Central Committee (12th tenure) on Party building and rectification.

The self-criticism and criticism review were carried out systematically, following each reasonable step. The review reports were prepared according to the instructions. The review atmosphere was democratic, united, frank and sincere. Those who received comments accepted them seriously and were open-minded, considering this a valuable opportunity to learn and share with each other.

During the review process, each member of the Politburo and Secretariat related to personal responsibility for assigned fields, clearly saw advantages to promote, and recognized shortcomings and limitations to overcome.

Through collective and individual reviews, the Politburo and the Secretariat found that in 2016, the world and regional situation continued to have rapid and complicated developments; the domestic situation still faced many difficulties and challenges, and a number of new complex issues arose (such as the marine environmental pollution incident in the Central region, severe drought in the South Central Coast and Central Highlands, saltwater intrusion in the Mekong Delta...).

In that context, the Politburo and the Secretariat have always been steadfast, united, determined and creative, with correct, timely and appropriate decisions to lead and direct the entire Party, people and army to achieve important results in domestic and foreign affairs, which have been recognized and welcomed by cadres, party members and people, and highly appreciated by international friends.

Look straight at the truth, evaluate the truth correctly

Specifically, right after the great success of the 12th National Congress of the Party, it led the successful organization of the election of the 14th National Assembly and People's Councils at all levels for the 2016-2021 term.

Quickly perfect the organization and personnel of party agencies and state apparatus, ensuring inheritance, innovation and stable development.

Urgently implement the political goals and tasks set by the 12th National Party Congress. The economy achieved a fairly good growth rate (6.21%), inflation was controlled, major balances of the economy were basically guaranteed, foreign exchange reserves reached the highest level ever. Culture and society made progress; the poverty rate continued to decrease; people's material and spiritual life improved; people's confidence was strengthened.

Law-making, institutional improvement, administrative reform and judicial reform are focused. National defense and security are strengthened; national sovereignty is maintained; security and order are stabilized.

Foreign affairs and international integration have been vigorously and comprehensively implemented; foreign relations with neighboring countries, major countries and other important partners have continued to deepen and become increasingly substantive, bringing about practical results, enhancing Vietnam's role and position in the region and in the international arena, contributing to maintaining a peaceful, stable and favorable environment for the cause of national construction and defense.

Party building and rectification work, along with the fight against corruption, have been promoted and have had positive and clear changes.

Many particularly serious corruption and economic cases have been brought to trial; many violations in personnel work and many high-ranking officials who committed violations have been concluded and handled, disciplined strictly and publicly, with the consensus and support of a large number of officials, party members and people.

Although there are still many difficulties and challenges, the results achieved in the past year are encouraging, creating favorable momentum for the country to enter a new stage of development.

However, the leadership and direction of the Politburo and Secretariat in the past year also had some limitations and shortcomings as stated in the Politburo's Report to the Central Committee members.

General Secretary Nguyen Phu Trong requested the Central Committee to look straight at the truth, correctly assess the truth, and carefully review and evaluate the advantages, limitations, and shortcomings in the leadership and direction of the Politburo and Secretariat in conjunction with the implementation of Resolution 4 of the Central Committee (12th tenure) in all fields.

In particular, it is necessary to clarify the causes, lessons and propose solutions for future improvements.
