Prime Minister holds discussion with businesses on private economic development

On the morning of May 31, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a discussion with businesses to effectively implement Resolution No. 68 of the Politburo on private economic development.

Attending the discussion at the Government headquarters were Deputy Prime Ministers, leaders of departments, ministries and branches; members of the Policy Advisory Council; businesses, organizations and business associations.

At Nghe An province, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the discussion. Attending the discussion were leaders of departments, branches, and sectors; representatives of enterprises, business associations, business households, and cooperatives in the province.

Businesses want to contribute more to the country's development

Opening the discussion, Minister and Head of the Government Office Tran Van Son announced Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister establishing the National Steering Committee to implement Resolution 68-NQ/TW of the Politburo.

Resolution No. 68 was signed by General Secretary To Lam on behalf of the Politburo on May 4. Accordingly, the private economy is identified as the most important driving force of the national economy, the force promoting growth, creating jobs, and improving labor productivity. It is also the pioneering force in developing science and technology, innovation and digital transformation.

According to the Resolution, the private economy plays a pivotal role together with the State economy and the collective economy to build an independent, autonomous, self-reliant and self-reliant economy associated with deep, substantive and effective international integration. This helps the country escape the risk of falling behind and rise up to prosperous development.

The Politburo affirmed that developing the private economy quickly, sustainably, effectively, and with high quality is a central, urgent, long-term strategic task, and needs to be specified in the country's development strategies and policies.

The Politburo also requested to completely eliminate prejudices about the private economy, while correctly assessing the important role of the private economy in national development; fostering and encouraging the spirit of entrepreneurship, innovation, respect for businesses and entrepreneurs...

Speaking at the opening of the seminar, Prime Minister Pham Minh Chinh said that immediately after the Politburo issued Resolution 68, the Government submitted to the National Assembly Resolution 198 on a number of special mechanisms and policies for private economic development; the Government issued a program and action plan of the Government to implement the Resolution.

The Prime Minister stated that the Resolutions of the Politburo, the National Assembly, and the Government have been very synchronous and complete. The issue raised and the greatest wish is to organize and implement them well and effectively with the spirit of "thinking deeply and doing big", having the most effective way of doing things, making the best use of the capabilities of nearly 1 million enterprises and 5 million business households. Each person contributes, each household contributes, then the whole society will have great resources to "change the state, turn the situation around", and bring the country to develop quickly and sustainably.

The Prime Minister suggested clearly defining what the State must do, what local authorities must do, what businesses must do, what people must do to implement the Resolutions of the Politburo, the National Assembly, and the Government on private economic development; promoting solidarity and unity to work together, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not discuss backing down".

At the seminar, businesses, business associations, and scientists spoke and highly appreciated the attention of the Party and State for private enterprises; expressed determination, confidence, and consensus to overcome difficulties to continue to contribute more to the country's development.

Enterprises recommend that the Government urgently develop and specify mechanisms and policies suitable for each group of enterprises according to scale; focus on supporting small and medium enterprises to access key resources, including land and production and business premises; preferential finance and credit; application of science and technology, innovation and digital transformation; training and development of high-quality human resources.

In addition, businesses recommend that the State soon develop and issue separate mechanisms for science and technology enterprises in the agricultural sector, including land, credit, tax, and training; create funds to support innovation, and prioritize private enterprises with research and application capacity.

Building and promulgating a cooperation and transfer mechanism between the private and public sectors; inviting businesses to participate in policy making; hoping to cut down on cumbersome administrative procedures; resolving business recommendations faster...

The Deputy Prime Minister and leaders of ministries and sectors responded to and explained recommendations and proposals from businesses, business associations and scientists; in which, they affirmed that the Government will promptly, actively and responsibly remove obstacles and difficulties to facilitate production and business activities of enterprises.

Implement well 3 strategic breakthroughs for business development

Concluding the discussion, Prime Minister Pham Minh Chinh highly appreciated the desire to contribute, the spirit of patriotism, and the will to rise of enterprises. Through the discussion, the fear of legal risks was eliminated; enterprises wanted to affirm their role, position, and importance in implementing Resolution 68 of the Politburo and other resolutions.

Enterprises also show optimism, trust, and desire to contribute to building the country, realizing the country's development goals; desire to continue to trust and be assigned tasks to demonstrate pioneering spirit in serving the country's rapid and sustainable development...

In the coming time, Prime Minister Pham Minh Chinh requested ministries, branches and localities to focus on building institutions, mechanisms and policies to promote private economic development; promulgate tools and mechanisms to control the private economy, focusing on post-audit; focus on evaluating, summarizing, emulating, rewarding and honoring enterprises and entrepreneurs; and strictly and promptly handling violating private enterprises.

Implement well 3 strategic institutional breakthroughs to reduce administrative procedure processing time and compliance costs for people and businesses; create infrastructure breakthroughs, thereby reducing input costs and increasing competitiveness for businesses; and strengthen human resources for businesses.

Prime Minister Pham Minh Chinh emphasized that the Party, State, ministries, sectors, localities and responsible agencies must ensure equal access to capital, land, resources, legal issues... for businesses; actively meet and resolve obstacles and difficulties for businesses; and require that all obstacles and difficulties of businesses be resolved within 2 weeks.

Ministries, sectors and localities need to receive, listen, share and respond to recommendations and proposals from businesses; regularly review monetary policies, fiscal policies, land policies... to amend and supplement appropriately, creating favorable conditions for business operations.

The Prime Minister also requested businesses to uphold business ethics, comply with legal regulations, constantly innovate and create, take the lead in transferring source and core technologies, and pioneer in smart governance.

Strengthen closer and more effective cooperation between enterprises, between private enterprises and FDI enterprises, between enterprises and the State to create broader production, supply and service chains.

Private enterprises must also actively participate in the process of implementing social progress, equity, and social security; participate in creating and developing the country in a stable and sustainable direction so that people can enjoy true happiness and prosperity.
