(Baonghean.vn) - Land allocated without proper authority after July 1, 2014 will not be granted a Certificate of Land Use Rights and the State will reclaim the entire allocated area; along with that, it is necessary to clarify and handle the responsibility of those who allocated land without proper authority according to the provisions of law.

On the morning of November 28, the Department of Natural Resources and Environment held the opening of a training course for officials, specialists of the department and its affiliated units, districts, cities and towns to update a number of policies, instructions and related documents on the field of natural resources and environment.

One of the issues raised at the training course was the need to focus on resolving difficulties after more than 1 year of implementing Decision No. 16/2018/QD-UBND, dated April 3, 2018 of the Provincial People's Committee regulating the issuance of Land Use Right Certificates (LURCs) and ownership of assets attached to land for households and individuals in the province.

Accordingly, a series of issues related to granting land use right certificates for cases where a part of the area is not in accordance with the planning; cases where there are no documents on land use rights or there are documents on land use rights but at the time of requesting the issuance of land use right certificates, they are lost or misplaced; granting certificates and collecting land use fees for land plot areas that increase in reality compared to the data recorded on land use right documents... These contents were detailed at the training session.

In addition, households and individuals who were allocated land without proper authority from July 1, 2004 to before July 1, 2014 and used it stably, without disputes and in accordance with land use planning will be granted a land use right certificate.

For cases of unauthorized allocation or lease from July 1, 2014 onwards, no land use right certificates will be granted and the State will reclaim the entire allocated area. This will be accompanied by clarification and handling of responsibilities for those who illegally allocate land according to the provisions of law.

Also during this session, officials and specialists working in the Natural Resources and Environment sector from the provincial to district levels received training on solutions to reduce the use and prevent the harmful effects of plastic waste and solutions to respond to African swine fever.

Trainees were also updated with the basic regulations and contents of Decree No. 33/2017/ND-CP of the Government regulating administrative sanctions for violations in the field of water and mineral resources; Law on Anti-Corruption 2018; Law on Denunciation 2018...
