Nghe An: Improving the effectiveness and efficiency of State management of land and environment when implementing two-level government
On the morning of November 7, under the chairmanship of comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee organized a working session with departments, branches and units to listen to and give opinions on a number of contents of the submission and Draft Resolution related to the fields of Agriculture and Environment.
At the meeting, delegates listened to and gave their opinions and unanimously approved the content of the Draft Report and Resolution of the Provincial People's Council regulating a number of levels of environmental protection expenditure in Nghe An province; Draft Report and Resolution of the Provincial People's Council promulgating regulations on the division of environmental protection expenditure tasks in Nghe An province.
Draft Resolution replacing Decision No. 59/2024/QD - UBND dated November 20, 2024 regulating the components of the dossier, conditions, procedures for appraisal to allocate residential land without auctioning land use rights to individuals in Nghe An province.
Draft Decision stipulating the Regulations on coordination in performing functions, tasks and powers between the Land Registration Office and the competent land management agencies at the commune level, the People's Committee at the commune level, financial agencies, tax agencies and other relevant agencies and units in Nghe An province.
Next, the delegates listened to and commented on the content of the Draft Report of the Provincial People's Council on amending and supplementing a number of articles of Resolution No. 28/2024/NQ-HDND dated December 6, 2024 of the Provincial People's Council regulating fees for appraisal of projects, reports on exploration, assessment of reserves, exploitation and use of underground water, fees for appraisal of dossiers, conditions for practicing underground water drilling; fees for appraisal of projects on exploitation and use of surface water and seawater in Nghe An province.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh emphasized: Implementing a two-level local government, no longer having a district-level government, some district-level tasks are assigned to the provincial or commune levels. Therefore, to ensure compliance with current legal regulations, it is very necessary for the Provincial People's Committee to submit to the Provincial People's Council regulations on assigning tasks to relevant departments, branches and localities.
Regarding the content of the Draft Report and Resolution of the Provincial People's Council stipulating a number of levels of expenditure for environmental protection in Nghe An province and the Draft Report and Resolution of the Provincial People's Council promulgating regulations on the division of environmental protection expenditure tasks in Nghe An province, in order to promptly promulgate regulations to carry out the task of using the State budget for environmental protection activities in the province in accordance with current laws. Thereby, contributing to improving the effectiveness and efficiency of State management and ensuring environmental quality in the province.
The Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to coordinate with the Department of Finance to estimate resources and conditions to ensure the implementation of documents, regular expenditure sources for environmental protection activities and development investment expenditures for environmental protection from the annual State budget allocated to provincial and commune-level units.
Unanimously approving the contents of the Draft Reports and Draft Resolutions, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested the drafting agency, the Department of Agriculture and Environment, to absorb the delegates' comments and suggestions to supplement and perfect the contents of the Draft Reports and Draft Resolutions to be submitted to the upcoming thematic meeting of the Provincial People's Committee.
