(Baonghean.vn) - Implementing Decision 217, 218-QD/TW of the Politburo, the Fatherland Front at all levels and socio-political organizations in Que Phong district have effectively implemented the role of social supervision and criticism, participating in giving opinions on Party building and building a clean and strong government.

Focused, targeted monitoring

The content and methods of monitoring and criticism activities of the Fatherland Front (VFF) and socio-political organizations in Que Phong district have many innovations; attention has been paid to strengthening the implementation of focused and key monitoring related to the immediate interests of the people. In addition to direct monitoring, there is also indirect monitoring through records and documents. In 2022, the district VFF and its member organizations have carried out 19 direct monitoring sessions.

Thereby, pointing out difficulties and shortcomings, recommending Party committees and authorities to direct the overcoming and resolution. For example, through monitoring the implementation of support policies according to Resolution 68/NQ-CP of the Government on policies to support workers and employers facing difficulties due to the Covid-19 pandemic at the People's Committees of communes and towns, the monitoring delegation pointed out the current situation: The dissemination of support policies for people in some commune-level units has not been regular; the coordination between departments, branches and organizations in reviewing and appraising the profiles of beneficiaries of the policy is still limited. The number of workers without labor contracts (freelance workers) working outside the province returning to their localities is large, but they have not yet received support according to the province's policies. The work of reviewing subjects and preparing profiles to request benefits is still slow compared to the time prescribed by superiors...

Or through monitoring the cultivation, training of ethics, and lifestyle of leaders, key officials, and cadres and party members in the district in 2022. Besides clearly stating the advantages, the monitoring report of the Vietnam Fatherland Front also pointed out the shortcomings and limitations that need to be overcome.

That is, the reception, study and implementation of the Party's regulations on cadre and party member work in some party committees is still slow. Some cadres have not been diligent in studying the Party's documents to advise on implementation and implementation. The supervisory role of the Fatherland Front, socio-political organizations, especially the Front Work Committee, branches, unions in villages and hamlets and the People has not been promoted well in supervising and providing information to reflect on cadres and party members who show signs of violating ethics, lifestyle and public service ethics.

Social supervision and criticism have been and are an inseparable part of the work of the Vietnam Fatherland Front at all levels and its member organizations. However, to achieve real effectiveness, we should not take on too many issues but should choose from real life to implement.

In 2022, not only the Vietnam Fatherland Front but also its member organizations have selected very practical monitoring issues. Typically, the District Women's Union monitored the implementation of Decree No. 39/2015/ND-CP of the Government on Regulations on support policies for poor ethnic minority women when giving birth in accordance with population policy at the People's Committee of Thong Thu commune. The District Labor Federation monitored the payment of overtime allowances to union members and employees at the District Health Center.

The District Youth Union supervises the implementation of Decision 289-QD/TW of the Central Party Secretariat on promulgating the Regulations on Youth Union cadres in Tri Le, Hanh Dich, and Nam Nhoong communes and the implementation of the Law on Children and the work of protecting, caring for, and educating children at the People's Committees of Muong Noc and Dong Van communes.

The District Association of War Veterans supervises the implementation of health insurance and funeral expenses for war veterans according to Decree No. 150/2006/ND-CP of the Government "Detailed regulations and instructions for the implementation of a number of articles of the Veterans Ordinance" amended and supplemented by a number of articles in Decree No. 157/2016/ND-CP.

"The results of resolving recommendations and proposals after supervision are implemented seriously and promptly; all opinions are summarized and reflected by the district-level Fatherland Front to the grassroots level to the sectors and levels for thorough, reasonable and appropriate resolution," said Ms. Ha Thi Tuyet.

Stick to the people, stick to the base

Que Phong is a mountainous, border district with special difficulties in Nghe An province, with over 90.04% of the population being ethnic minorities. Due to its large area and large population, in addition to monitoring methods, the Vietnam Fatherland Front and its member organizations have deployed many information channels to grasp the problems arising at the grassroots level, thereby coordinating with the Party Committee and the government to promptly resolve them.

Typical examples include the case of a household following religion in Na village, Nam Nhoong commune; the illegal proselytizing in Muong Long village, Tri Le commune. Or the encroachment situation between the people of Pa Khom village, Tri Le commune and some neighboring households in Tham Tham village, Nhon Mai commune, Tuong Duong district.

According to Mr. Vi Van Du - Secretary of the Tri Le Commune Party Committee: The Party Committee, the government, the Border Guard, the Fatherland Front and organizations at all levels have propagated and mobilized 3 households to commit not to propagate and develop Protestantism in the area; mobilized 1 household/7 people (who had destroyed the ancestral altar) to rebuild the altar and return to living according to local customs. In addition, the encroachment between the people of Pa Khom village, Tri Le commune and some neighboring households in Tham Tham village, Nhon Mai commune (Tuong Duong) is also being coordinated by the authorities of the 2 communes and 2 districts to resolve in order to stabilize the situation at the grassroots level.

Some commune-level units have also done this work well, typically Chau Kim commune, in 2022, implementing Decision No. 2869/QD-UBND of Nghe An Provincial People's Committee on approving the planning of the Community Tourism Area and Preserving the Culture of the Thai ethnic group in Khoang village, the Commune Fatherland Front Committee coordinated to organize 26 propaganda sessions, mobilizing 34 households in the project planning to clear the land. Up to now, 30/34 households have been mobilized to receive support, and 4 households are continuing to propagate and mobilize. During the mobilization process, the Fatherland Front also represented the households to give opinions to the investor and the project management board on the agreement on the level of support, creating jobs for people during the project implementation and when it is put into operation. At the same time, successfully coordinated to mediate 2 petitions of citizens related to land disputes in the area.

The commune Fatherland Front has organized to monitor the support policy for the villages reaching the new rural finish line in Kim Khe and Huu Van. Through the monitoring work, it has promptly proposed and recommended that the authorities correct the existing problems, limitations and shortcomings. That is the current situation of the record keeping work of the village and hamlet management board is still limited, the grasp and reception when changing personnel after the Party cell congress, the village and hamlet management board is still limited. In Quang Phong commune, from the grassroots level, the commune Fatherland Front has organized inspections and supervision of the program to support breeding cows for poor and near-poor households in Tin Pu and Cu villages; at the same time, checked the risk of landslides for households in Cu village after storm No. 4. Thereby, recommending timely solutions to the Party Committee and authorities.

According to statistics, in 2022, the Vietnam Fatherland Front Committee and socio-political organizations at the commune level in Que Phong district organized 40 monitoring sessions. Of which, some units performed well in monitoring such as: Chau Kim (5 sessions), Tri Le (4 sessions), Kim Son town (9 sessions), Dong Van (7 sessions), Tien Phong (8 sessions)...

“In the coming time, we will continue to advise on the development and organization of the signing of coordination regulations between Party committees, authorities, the Fatherland Front and socio-political organizations in implementing Decisions 217 and 218-QD/TW, especially at the grassroots level. Thereby, promoting the role and responsibility of the Fatherland Front and socio-political organizations at all levels in monitoring and supervising the reception and overcoming and correcting the limitations and shortcomings of the supervised units,” said the leader of the Fatherland Front Committee of Que Phong district.
