On the afternoon of May 20, Comrade Vuong Dinh Hue, Politburo member, Deputy Prime Minister, had a working session with leaders of Ho Chi Minh City. Comrade Le Thanh Liem, Vice Chairman of Ho Chi Minh City People's Committee, reported on the city's socio-economic situation since the beginning of the year and proposed a number of mechanisms for the city's development.
Adding to the recommendations, Secretary Dinh La Thang said that the city has the conditions and potential to grow by double digits a year. However, the city is currently tied to an insurmountable mechanism, which hinders creativity, development, and the ability to exploit resources.
Meanwhile, Resolution 16 of the Politburo clearly states that if there are any inappropriate or outdated regulations, Ho Chi Minh City will be allowed to pilot them. This means that the city will overcome the current ones to develop. Secretary Thang said that the city is currently coordinating with the Vietnam Economic Institute to build a breakthrough mechanism, but it needs the consensus of the ministries and branches.
Presenting recommendations to Deputy Prime Minister Vuong Dinh Hue, Mr. Thang said: "The Politburo and the Central Committee consider the city to be the economic locomotive, but this locomotive is currently operating according to the mechanism of a train car, so how can it develop?". Mr. Thang suggested that it is necessary to increase decentralization and further authorize the city in all areas, including public finance, budget issues, revenue and expenditure decisions, planning, personnel plans, etc.
Secretary Thang gave an example: "HCMC needs to dredge the Soai Rap River but has no money, so it asked for a fee mechanism for dredging. However, since I was the Minister of Transport, I signed a document agreeing to the city's proposal, but it has not been successful yet, so how can we make a breakthrough?"
Secretary Thang also recommended that the Government should decentralize and delegate more power to Ho Chi Minh City and not be afraid that decentralization and delegation will result in loss of power, and not be afraid that people will make mistakes.
Concluding the working session, Deputy Prime Minister Vuong Dinh Hue acknowledged and highly appreciated the economic results and the spirit of innovation, breakthrough and concern of Ho Chi Minh City.
Regarding the recommendations of Ho Chi Minh City, the Deputy Prime Minister requested that the city proactively prepare a project to submit to the Government to pilot a number of newly arising issues that have not been regulated or exceed regulations. The Government will consider applying them as soon as possible.
