On the afternoon of March 26, the People's Committee of Nghe An province held a conference to deploy the work of job creation and sending workers to work abroad under contracts in 2024.
The conference was chaired by members of the Provincial Party Committee: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Doan Hong Vu - Director of the Department of Labor, War Invalids and Social Affairs. Also attending were representatives of leaders of a number of departments, branches, districts, cities, towns, colleges, intermediate schools, and businesses providing services to send workers to work abroad in the province.
Activities sending workers to work abroad far exceed plans
In 2023, the job creation work achieved and exceeded the planned target quite high; especially the activity of sending workers to work abroad under contracts had results far exceeding the set plan.

Accordingly, the whole province created new jobs for 47,919 people (reaching 111.44% of the assigned plan, an increase of 6.48% compared to 2022), of which, workers working abroad under contracts were 25,157 people (reaching 173.5% of the plan); working in the province was 14,000 people; working in other provinces was 8,762 people.

The labor market is shifting in a better direction, reducing the proportion of labor in the agriculture, forestry and fishery sector from 34.89% in 2022 to 34.63% in 2023, increasing the proportion of labor in the industry and construction sector from 32.60% in 2022 to 32.84% in 2023, and increasing the proportion of labor in the service sector from 32.48% in 2022 to 32.53% in 2023.
The quantity and quality of human resources are constantly improved to ensure that they gradually meet the needs of the domestic labor market and international integration. The unemployment rate in urban areas is below 3%. Successful job creation has contributed to reducing the poverty rate, the material and spiritual life of the people is constantly improved and enhanced, making an important contribution to the implementation of socio-economic development goals, ensuring security and defense in the province.

However, the province's job creation work still has some limitations and shortcomings such as: The connection between labor supply and demand - employment between enterprises and workers is not tight; information on labor policies and laws to workers is limited; the level of skill of workers is still low, and the number of unskilled workers is still large.
Along with that, during the year, a number of businesses encountered difficulties, had to temporarily suspend operations, cut labor, reduce work hours, especially businesses in the textile, footwear, and service sectors... leading to many workers having to terminate contracts, temporarily suspend labor contracts, take unpaid leave, or fall into unemployment.unemployment.
In addition, local labor export enterprises are few, mainly enterprises in other provinces, leading to difficulties in creating resources. The work of sending workers to work abroad under contracts in some localities, especially in mountainous areas, has not achieved high results.
Improve the quality of labor resources to meet market demands
Speaking at the conference, Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee requested: In order to achieve the goal of creating jobs, sending workers to work abroad under contracts and to meet the needs of businesses to stabilize, restore and develop the economy, relevant departments, branches and units need to promote vocational training, improve the quality of labor resources, especially highly skilled workers.

Strengthen cooperation between local labor management agencies and enterprises; between vocational training institutions and enterprises, especially corporations and general companies, to sign agreements to conduct training according to orders, training with addresses, linking enrollment with recruitment and use.
In addition, closely review and inspect the legal documents and operational capacity of units and enterprises with the function of recruiting workers to work abroad for a limited period of time to introduce them to districts, cities, towns and facilities recruiting workers to work abroad for a limited period of time according to regulations.
Continue to implement loan packages to support job creation, send workers to work abroad, and create favorable procedures for workers to access loans, especially workers in remote areas.

On the local side, it is necessary to closely coordinate with units to do a good job of consulting, introducing jobs, and providing vocational training for workers, meeting the requirements of the labor market; strictly manage workers of working age, workers working in various types of enterprises, workers working in foreign markets...
Along with that, effectively implement the national target program to provide vocational training and financial support for ethnic minority workers to work abroad, so that they realize that working abroad is not only for economic income, but more importantly, to practice foreign language knowledge, legal knowledge, build industrial style, and professional skills for themselves, thereby being able to change careers, have new jobs, and help them escape poverty sustainably.

On this occasion, 54 collectives of communes, wards, towns and enterprises received Certificates of Merit from the Provincial People's Committee for their outstanding achievements in implementing policies to encourage labor export in Nghe An province in 2023./.
