Accelerate the transfer of agricultural and forestry land to the people
(Baonghean.vn) - Outstanding debts in new rural construction; speeding up the transfer of forestry land to people lacking land for production... are issues that the provincial People's Council delegates in group 4 focused on discussing on the afternoon of August 3.
Attending the discussion were Mr. Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee, elected representative of the Provincial People's Council in Con Cuong; Provincial People's Council representatives in Nghia Dan, Quy Hop, and Con Cuong districts. Mr. Vi Van Son - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Con Cuong district chaired the discussion session.
Building sustainable new countryside
Speaking at the discussion, Mr. Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee, elected representative of the Provincial People's Council in Con Cuong district, assessed that the whole province has a relatively large number of communes achieving new rural standards, with an average of 12.4 criteria/commune. This demonstrates the determination, drasticness and many appropriate solutions of both the political system and the people.
However, the issue raised by delegate Nguyen Van Thong is that the debt in the new rural construction is still large and concentrated in some communes. "The annual revenue from the commune budget is not worth much, so this burden is persistent," delegate Thong worried.

Another issue raised by Mr. Nguyen Van Thong is the consistency and real quality of the new rural areas. “The new rural areas are based on three pillars: economy, culture and social security. However, in some communes that have achieved the new rural area, although per capita income has increased, security is not guaranteed. Theft and fighting crimes are worrying,” said delegate Nguyen Van Thong.
From that reality, delegate Nguyen Van Thong asked: Are we chasing annual targets? And suggested: It is necessary to carry out new rural construction at an appropriate pace, paying attention to quality and uniformity between the three pillars.

Regarding this issue, delegate Nguyen Dinh Minh - Chairman of the Provincial Association of War Veterans, elected delegate of the Provincial People's Council in Quy Hop district, was also concerned about the outstanding debt in new rural construction; at the same time, he suggested that there should be solutions to support mountainous communes, which mostly have more difficult conditions than many lowland communes.
Agreeing with the above opinions, Ms. Lai Thi Bich Lien - Vice Chairman of the People's Council of Nghia Dan district suggested that it is necessary to build a suitable roadmap for implementing new rural areas to ensure feasibility and suitability with the people's capacity, avoiding debt.
Transfer of forest land to people is still slow.
This is an issue that many delegates reflected at the discussion session of group 4. Chairman of the People's Committee of Quy Hop district, Nguyen Dinh Tung, assessed that the review, arrangement and use of agricultural and forestry land is still inadequate. Regarding the land dispute with the agricultural and forestry farm, Quy Hop had a case that had to be tried by 4 people, the highest person was sentenced to 7 years in prison.

The Party and the State have had a policy on transferring forestry land to the people. The province has handled it, but "I see that the progress is slow. Meetings and instructions are strong, but the field is slow. The forestry farms still underestimate the role of districts and communes. I suggest that there should be working groups with districts and communes to speed up the progress of transferring forestry land to people who do not have land for production. Because if this issue is not handled properly, it will cause disorder and insecurity, and many people will file complaints," Mr. Tung worried.
Mr. Hoang Dinh Tuan - Secretary of the District Party Committee, Chairman of the People's Council of Con Cuong District said that voters in the district also reflected this issue. Currently, some land areas of Con Cuong Forestry Company Limited have completed procedures to return the land. However, the documents have been sent for a long time but there has been no implementation to resolve them for the people.
Deputy Secretary of the Provincial Party Committee Nguyen Van Thong in his discussion also expressed his impatience about this issue when he assessed that although it had been initiated, the progress of review and handling was still a bit slow, affecting the people. "The Provincial People's Council needs to request the Provincial People's Committee and sectors to review and reallocate land to farmers, especially in mountainous areas, quickly," delegate Nguyen Van Thong urged.
In addition, at the discussion session, delegates also had opinions on environmental protection, removing difficulties in implementing Decree 67 for fishermen, supporting Con Cuong to build an ecological urban area, and solving difficulties for businesses...
