Speed ​​up the coordination of planning implementation in Nghe An province

The cooperation agreement between Nghe An province and Techcombank was signed in Hanoi on August 28, 2018.that pig,Techcombankwilladvising Nghe An province in searching, selecting, and negotiating service terms and conditions with reputable and quality international strategic planning consulting partners in the planning of Nghe An province for the period 2021 - 2030, with a vision to 2050 in accordance with the provisions of the Planning Law. On that basis, the Department of Planning and Investment has worked with the consulting company to discuss some contents of the province's planning; advised the Provincial People's Committee to establish a Planning Council and a Working Group for the Nghe An Provincial Planning Council for the period 2021 - 2030, with a vision to 2050. However, up to now, the Government's decree guiding the implementation of the Law on Planning has not been issued. Regulations on planning components in the provincial planning have not been specified; the process of selecting consulting units has not been guided; the Central Council for Appraising Planning Tasks has not been established. Therefore, the provincial planning work according to the Law on Planning has not been implemented.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh requested the Department of Planning and Investment to continue to closely follow information from central ministries and branches to promptly coordinate and implement the planning of Nghe An province. Continue to work and negotiate with Techcombank on support methods, consulting costs, planning component content and implementation methods. Have reasonable solutions to speed up the implementation of some specific plans and planning components...

On the province's side, it will quickly implement necessary procedures and closely coordinate with consulting units to speed up the planning progress.

Concluding the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy affirmed: In February 2019, the province will reconnect with the consultant to determine specific components in the research and planning process of the province, and inform Techcombank so that on that basis, they can sign and implement the next steps.

Nghe An also proactively established a council and a working group. Once the contract is signed, it will immediately work with the consultant to carry out the work as well as hold regular meetings to remove obstacles and promptly resolve arising issues; follow up with central ministries and branches so that as soon as there are instructions, it will start implementing the steps to establish a provincial planning.
