Nghe An National Assembly Deputies question Minister of Public Security about drug addiction treatment
(Baonghean.vn) - Delegate Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province said that the work of preparing records to send people to compulsory drug rehabilitation facilities still faces many difficulties and problems, taking about 2 months.
On the afternoon of August 13, the National Assembly Standing Committee held a question-and-answer session with Senior Lieutenant General To Lam - Politburo member and Minister of Public Security on ensuring security, order and social safety, especially in big cities and industrial zones.
The Minister of Public Security also answered questions about the fight against crime, especially crimes against human life, health, dignity and honor; economic crimes; crimes related to positions; high-tech crimes; drug crimes; and the management and construction of a national population database.

Questioning the Minister of Public Security, delegate Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province pointed out that the current situation of preparing records to send drug addicts to compulsory drug rehabilitation facilities still faces many difficulties and problems, and legal regulations are not unified.
"The regulation is implemented through many steps, many appraisal agencies, before the file is sent to the Court for appraisal and it takes about 2 months" - delegate Nguyen Thanh Hien said.
According to delegate Nguyen Thanh Hien, in Nghe An, the Judicial sector has made many efforts and closely coordinated measures to implement. However, the results are still limited, and the implementation still faces many difficulties at the grassroots level. "Please let the Minister know the solutions to overcome the above situation" - delegate Hien said.
Responding to this issue, Minister of Public Security To Lam said that ministries and branches have consulted the Government on many guiding regulations to carry out the work of preparing records to send subjects to centralized drug rehabilitation facilities.
However, according to Senior Lieutenant General To Lam, in general, these regulations are relatively complete but applying them in practice still faces many difficulties because the procedures still have many contents that are difficult to implement.

According to Minister To Lam, to overcome this situation, the Ministry of Public Security has issued Circular 05/2018/TT-BCA regulating the collection of documents and preparation of dossiers to propose the application of administrative measures to send people to compulsory drug rehabilitation facilities.
According to the law-making program, the Ministry of Public Security is proposing to draft a revised Law on Drug Prevention and Control to submit to the National Assembly to resolve the above difficulties.
“We also determined that managing drug addicts at the grassroots level is very important in crime prevention. This will be focused on to resolve difficulties for localities,” Minister To Lam affirmed.
The Minister of Public Security also clarified the causes and solutions to overcome the current situation of detecting and investigating economic crimes and crimes of official position not being commensurate with the complex situation that occurred, the number of cases detected and transferred to the investigation agencies by inspection, examination and auditing agencies is still low. In many localities, especially at the district level, the detection work is very low, even there are no corruption cases; the recovery of assets of corruption cases is still low.
