To keep the model 'stay' with the people
(Baonghean) - Implementing the policy of helping ethnic minorities develop the economy, eliminate hunger and reduce poverty, there have been dozens of economic models and investment projects in ethnic minority areas. But for various reasons, many models and projects come and go without staying with the people.

The rattan project in Nam Dinh village, Chi Khe commune (Con Cuong) is past its prime and has no buyers. |
In Con Cuong district alone, in the past 2 years, there have been 3 project models: The project of planting ginseng in Tan Huong village, Yen Khe commune; the project of planting rattan in Nam Dinh village, Chi Khe commune and the project of planting red banana in Cua Rao village, Mon Son commune have gone completely bankrupt.
Ineffective economic models and projects not only cause loss of money from the State, organizations, individuals, and philanthropists, but also greatly affect the trust of ethnic minorities in economic development, hunger eradication, and poverty reduction.
In order for economic models and projects to be effective and stay with people, we think it is necessary to implement the following contents:
First: It is necessary to carefully study the soil quality, climate, weather... to see if they are suitable or not? Each type of plant and animal wants to grow and develop well depending on the mineral regime in the soil it needs and has enough.
Previously, due to lack of careful research on the environment and weather, Phuc Trach Ha Tinh grapefruit trees were grafted and planted in all districts of Nghe - Tinh province, but due to unsuitable soil quality and sunlight and wind, the grapefruits were only as big as oranges and had no segments.
Then the project brought the persimmon and mango trees back to plant, the persimmons were astringent, the mangoes were sour, no one bought them, so people had to cut them down. Then the Luc Ngan - Bac Giang lychee tree, after a few years of care, only had branches and leaves, the fruit was small and did not bring economic efficiency, so it had to be replaced with another crop. Therefore, careful research on soil quality, weather, climate, and environment if found suitable is the decisive factor for the survival and growth of that crop and livestock variety.
Second: For ethnic minorities, in some places, business knowledge and regional customs have not kept up with the thinking of new goods and techniques. Therefore, when implementing the model, it is necessary to organize detailed training for people to practice trial planting and strengthen the work of urging, supervising techniques, and reminding people to strictly follow the procedures.
Third: For a long time, project models implemented in localities have not had measures to assign responsibility to cadres and departments, receiving and taking charge. Therefore, the responsibility is general, no one has to take responsibility when the model or project fails.
In order for the model and project to be effective, we think it is necessary to clearly assign responsibilities and be accountable to the Party and the people to concentrate efforts and intelligence to successfully implement them. If the model and project are successful, there must be a worthy reward system. If they fail, they must take responsibility and even reimburse the costs.

The project of planting Polyscias fruticosa in Tan Huong village, Yen Khe, completely bankrupt. |
Doing so not only fulfills the responsibility of serving the people of cadres and civil servants, but also improves knowledge and draws experience so that the next models and projects can be better implemented.
Farmers' trust is only formed when they see with their own eyes the economic efficiency of models and projects.
