The above are the assessments of the Provincial Party Standing Committee on the leaders of Nam Dan district when evaluating the results after 2 years of Nam Dan implementing Resolution No. 07-NQ/TU dated June 16, 2017 of the Provincial Party Standing Committee (hereinafter referred to as Resolution 07) on the direction and tasks of developing Nam Dan district to 2025, with a vision to 2030 and the Plan to implement the Project to build Nam Dan into a model new rural district in the direction of cultural development associated with tourism.

Resolution No. 07-NQ/TU was issued 2 years ago in the context of the district's socio-economic situation not being commensurate with its potential and advantages. That is, the economy has not had a breakthrough, agricultural production is fragmented, small-scale, lacking key products; small-scale industry, spontaneous handicrafts; tourism and service development, investment attraction are still weak... With the issuance of Resolution 07, the Provincial Party Committee oriented to build Nam Dan district to develop strongly, the economy grows rapidly and sustainably, culture - society develops, the material and spiritual life of the people is improved; Nam Dan becomes a model new rural district by 2025.
After 2 years of implementing Resolution 07, Nam Dan has achieved the following results: Average economic growth rate reached 9.5%; Total production value reached 6,908.20 billion VND (2018); Average income per capita reached 43 million VND/year; Total budget revenue reached 163.668 billion VND; The poverty rate decreased to 2.21%; The district has met the new rural standards and the Prime Minister approved the pilot project to build Nam Dan district into a rural district.new ruralModel for cultural development associated with tourism, period 2018 - 2025.

With the goal of developing Nam Dan into a national tourism center, Nam Dan has issued Resolution 03-NQ/HU dated April 20, 2016 of the District Party Committee on developing Nam Dan tourism in the period of 2016-2020 and reviewed and supplemented the contents of Resolution 07 into the annual implementation plan. Accordingly, a number of tourism infrastructure projects continue to be invested in and built, such as: The road from National Highway 46 to Dai Tue Pagoda; the road from Dai Tue Pagoda connecting to the Mausoleum of Mrs. Hoang Thi Loan; the roads belonging to the Nghe An province flood project (Nam Nam area); the rural traffic system in the district.
Some relics have been restored and expanded such as: Phan Boi Chau Memorial House, King Mai Temple, Ta Vu House, King Mai Tomb Area, Duc Nam Communal House restoration combined with building a stage to perform Vi and Giam folk songs... For the project to build one product for each commune, through the survey, a number of products have been identified and the district has invited leading experts in agriculture and agricultural products to survey and research typical agricultural products of the district such as: peanuts in Nam Cuong, Van Dien; Nam Anh persimmons and tapioca starch; Nam Kim lemons to produce into goods to serve tourists.

Through the work of promoting restructuring of the agricultural sector, the District Party Committee has focused on leading the implementation of policies towards increasing added value and sustainable development.
The agricultural production structure has changed towards commodity production and value chains, bringing many models of crop structure conversion and applying new scientific and technical advances to the area. Up to now, the total area of land for annual crops with an income value of over 75 million VND/ha/year is 10,097 ha, accounting for 82%. Of which, the area with an income value of over 100 million VND/ha/year is 4,890 ha, accounting for 40%. 15 intensive fields have been formed on high-yield rice varieties and linked with enterprises to consume products according to the chain in communes such as Nam Loc, Khanh Son, Kim Lien, Nam Thanh; 12 models of high-tech application in production such as applying irrigation systems, building net houses, and greenhouses for vegetable production areas according to VietGAP standards in communes such as Nam Phuc, Nam Anh, Kim Lien, Van Dien, Nam Tan, etc.
One of the remarkable results of the past term of Nam Dan district is that the locality has achieved the new rural standards. According to the assessment of comrade Thai Thanh Quy - Chairman of the Provincial People's Committee, this result is a great effort of the Party Committee, government and people of Nam Dan district and has great attention from the Party, State as well as external contributions. In the coming time, when Nam Dan district continues to aim to become a model new rural unit of the whole country, it is necessary to more clearly identify internal and external factors to maximize efficiency, helping the locality develop comprehensively and firmly.

In fact, after 2 years of implementing Resolution 07, Nam Dan district has not achieved or is difficult to achieve some targets. For example, the average income per capita target has only reached 43 million VND/person/year, while the Resolution's target is to reach 110 - 115 million VND/person/year by 2025. The economic structure has shifted in the right direction but is still far from the target; budget revenue in the area is still low.
Although service tourism is identified as a key sector, the district has not yet developed the proposed projects such as: Developing tours and tourist routes until 2025, with a vision to 2030; Project to develop a comprehensive ecological farm system combined with tourist services; Project to invest in developing clean industry, light industry with advanced technology associated with protecting the ecological environment and landscape in accordance with the requirements of Nam Dan tourism development. In addition, some industrial clusters have been planned but have not attracted businesses to invest. The planning of concentrated small-scale industrial zones is still difficult, the development of craft villages, craft villages and the development of service industries is still limited.
In particular, according to the provincial leaders, Nam Dan district has not yet completed planning work such as: building Nam Dan district area; planning to expand Nam Dan town; master plan for developing Kim Lien National Tourist Area, Nghe An province until 2020, vision to 2030...

According to Secretary of Nam Dan District Party Committee - Comrade Bui Dinh Long, one of the reasons why the local targets have not been achieved as expected is because some district-level departments and offices have not been proactive in advising and directing the implementation of tasks; have not been proactive in grasping to remove obstacles, and have not sought support from provincial departments, branches, corporations and enterprises. Besides, the attention, direction and support from superiors has not been much, not really close and drastic.
In order for Nam Dan to effectively implement Resolution 07, Provincial Party Secretary Nguyen Dac Vinh requested the district to re-evaluate a number of key issues; such as considering the promotion of local internal resources as well as investment from outside; district leaders must have solutions for planning work, the local economic structure towards gradually reducing the proportion of industry - agriculture, gradually increasing the proportion of tourism associated with services. At the same time, local leaders need to be proactive in implementing economic development solutions; promote advantages to strongly implement the policy of socialization, mobilize resources to turn goals into breakthrough opportunities.
