Proposing the National Assembly to soon promulgate the Law on Demonstration and the Law on Anti-Riot

On the morning of April 28, National Assembly deputies: Ho Duc Phoc - Member of the Party Central Committee, State Auditor General; Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation; Dinh Thi Kieu Trinh - Specialist of the Department of Labor, War Invalids and Social Affairs had a meeting with voters of Hung My commune, Hung Nguyen district. Also participating in the meeting with voters were representatives of the Provincial Fatherland Front Committee, along with a number of provincial-level departments; leaders of the District Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Hung Nguyen district. |
At the meeting with voters, on behalf of the National Assembly deputies elected in unit No. 4, delegate Dinh Thi Kieu Trinh announced the program and content of the 3rd session of the 14th National Assembly, scheduled to open on May 22, 2017; some innovations in the activities of the Provincial National Assembly Delegation in recent times.
Next, many voters reflected and made recommendations on many issues raised by practice. Voter Le Kim Hung (Hamlet 2) reflected that some promulgated laws are still inadequate in practice, such as the Education Law and the Social Insurance Law, so he suggested that the National Assembly should study and consider carefully before promulgating to ensure the effectiveness of the law.
Voters Nguyen Van Lam (Hamlet 1) and Ngo Duc Thai (Hamlet 2) raised concerns about the recent disturbances, and requested the National Assembly to soon promulgate the Law on Demonstrations and the Law on Anti-Riots, so that there would be a legal basis to strictly handle protests against the Party and the State and protests that cause social disorder and security and order.

One issue that many voters are interested in and propose is the field of agriculture, farmers and rural areas. Voter Le Huu Thuc (Hamlet 2) proposed that the National Assembly, the Government and the Central Ministries and branches should put the issue of agriculture, farmers and rural areas more on the National Assembly agenda; at the same time, increase the investment budget for this field, especially investing in completing the irrigation system, researching and introducing high-yield and high-quality varieties to ensure export and maintain long-term stability in production. Some voters suggested solutions to effectively innovate the operation of cooperative models;
Some voters are also concerned about the inefficient operations of state-owned enterprises, which cause capital loss and disrupt the economy; at the same time, they request the National Assembly, the Government and central ministries and branches to take stronger and more effective action in rectifying, managing and strictly handling violations. Strengthen the National Assembly's supervisory function at all levels, in all sectors and in all areas of social life, especially food safety and hygiene.
Strengthening social network management, preventing the use of social networks to defame the regime and defame officials and party members. Voters also recommended that the National Assembly increase the social welfare budget, especially for education, health care, hunger eradication and poverty reduction. Directly explaining the opinions of voters suggesting that the National Assembly needs to strengthen policies and budget sources for investment in agriculture, farmers and rural areas, delegate Tran Van Mao said that the National Assembly has issued a Resolution and included it in the medium-term budget until 2020 to focus on investment in agriculture, farmers and rural areas; especially applying high technology, increasing value and production efficiency, reducing the shortcomings that are arising. After listening to the opinions and recommendations of voters, on behalf of the National Assembly deputies elected in unit No. 4, Deputy Head of the National Assembly delegation Tran Van Mao accepted and promised to fully convey the opinions of voters to the National Assembly, the Government and relevant levels for resolution.
Regarding the proposal to strengthen the National Assembly's supervision, especially on food safety and hygiene, delegate Tran Van Mao also reported to voters that the National Assembly is stepping up its supervision activities. The content of food safety and hygiene, counterfeit goods, fake goods, and poor quality goods has been included in the 2017 supervision program by the National Assembly Standing Committee and has been deployed in many provinces and cities across the country, including Nghe An province in March.
