CREATING ECONOMIC STRUCTURAL TRANSFORMATION

Van Hien Commune was established on the basis of merging and consolidating the Party Committees of 5 communes: Hoa Son, Tan Son, Thai Son, Quang Son, Thuong Son of the former Do Luong district; the area has a natural area of ​​over 55 km2, a population of over 39,100 people. The Party Committee has a total of 1,748 members, operating in 55 affiliated Party organizations.

During the last term, the Party Committee focused on innovating leadership and direction methods to improve management and operational capacity and efficiency to meet the requirements of socio-economic development and ensure national defense and security in the new situation.

Along with that, the Commune Party Committee focuses on the inspection and supervision of subordinate Party cells; developing new Party members. 100% of Party cells complete their tasks well or better; deploy the models of "Four-Good Party Cells" and "Four-Good Party Committees"; improve the quality of Party cell activities in association with practice and political tasks at the grassroots level...

In the 2020-2025 term, the Party Committees of the 5 communes before the merger and Van Hien commune after the merger focused on innovating leadership methods, improving the leadership capacity and fighting strength of the Party organization along with improving the quality, effectiveness and efficiency of the operations of the government, the Vietnam Fatherland Front and socio-political organizations.

During the 2020 - 2025 term, the Commune Party Committee led and directed economic development with many positive changes; in which, it identified the spearhead of industrial and service development.

Thanks to that, the local economic growth rate in the period of 2021 - 2025 will reach 11%/year. The total product value in 2025 is estimated at 3,122.3 billion VND. The local economic structure will shift towards industry - construction, accounting for 36% of the local economic structure; trade - services, accounting for 44.2%; agriculture only 19.8%. The average income per capita in 2025 is estimated at 87.6 million VND/year (an increase of 37.6 million VND compared to the beginning of the term).

During the term, the commune has made a breakthrough in investment, rural infrastructure development, completed construction of infrastructure of Thuong Son industrial cluster, mobilized resources, during the term invested in construction of 133 large and small projects with a total capital of more than 328,884 billion VND. Of which, the capital source supported by the superior was 186.7 billion VND, the commune budget was 130,884 billion VND, and the people contributed 11.3 billion VND.

In particular, the Commune Party Committee was resolute in leading and directing the implementation of the task of building new rural areas. The new rural program was focused on by the entire political system. By the end of the term, all 5 communes before the merger had achieved and maintained the new rural criteria; of which 3 units achieved the advanced new rural standards and 1 commune achieved the model new rural standards in terms of culture.

Along with focusing on economic development, the commune has done a good job of ensuring social security, focusing on creating conditions for the development of local education. In Van Hien commune, there are 11 schools that meet national standards; of which 7 schools meet level II standards and 4 schools meet level I standards.

The cultural and sports movement has developed extensively, with 28/33 hamlets, 22 clans and 20 agencies achieving the title of cultural unit; 33/33 hamlets have sports grounds and 20/33 hamlets have outdoor sports equipment... The work of caring for policy families, meritorious people, near-poor households and people in difficult circumstances has always been given attention by the locality.

National defense and security are enhanced and consolidated, social order and safety are maintained, creating a stable environment and promoting development.

In the spirit of "Solidarity - Democracy - Creativity - Innovation - Development", for the 2025-2030 term, the Party Committee of Van Hien commune determined the common goal for the next term: Building Van Hien commune by 2030 to develop comprehensively, shifting the economic structure towards sustainability; improving people's income and living standards to reach the province's average level; focusing on cultural and social development, environmental protection, promoting traditional cultural values; maintaining national defense and security, stabilizing social order and safety; strengthening the great national unity bloc, ensuring social security; the Party Committee and political system are strong, meeting development requirements in the new period.

Accordingly, the Party Committee set out 32 targets; 3 groups of key tasks and solutions; 3 breakthroughs and 7 key projects and works to focus on leadership and direction in the 2025-2030 term.

To achieve the above goals, in the 2025-2030 term, the Party Committee of Van Hien commune determined to continue promoting the leadership role of the Party Committee, building a clean and strong Party Committee and political system; building a creative government serving the people; exploiting the potentials and advantages of the locality; taking science, technology and innovation as driving forces for development; building a team of commune cadres with sufficient capacity, qualifications and public ethics to meet the requirements of tasks in the new situation; daring to think, daring to do, daring to take responsibility, daring to innovate and be creative, ensuring better service to the people.

In the economic field, the commune has expanded foreign affairs and attracted investment; strengthened links with other communes and regions to expand development space, associated with research on new development models; promoted the application of science and technology, promoted the development of diverse and popular e-commerce, creating new development momentum.

For agriculture, focus on restructuring crops according to key product groups and ecological zones to form large-scale commodity production areas with an area of ​​3-5 hectares of vegetables in traditional areas such as Hoa Son, Tan Son, Thuong Son, planning key, high-quality rice areas with an area of ​​20-30 hectares in Hoa Son, Tan Son, Quang Son. Promote linkages and cooperation along the value chain associated with product consumption, brand building, traceability, and move towards building organic and clean agricultural production models.
