Exploiting new spaces and new resources to turn Do Luong commune into a ward
With the determination to build Do Luong commune into a ward by 2030, Do Luong commune has built a specific roadmap, focusing on effectively exploiting available potentials and advantages; mobilizing and rationally using resources; promoting cultural values, people and the strength of great national unity.
Achievements
Do Luong commune (Nghe An) was established on the basis of merging 9 communes and towns, including: Do Luong town and communes: Nam Son, Bac Son, Dang Son, Luu Son, Yen Son, Van Son, Thinh Son, Da Son, formerly belonging to Do Luong district.
After the merger, Do Luong commune has a natural area of about 15.32 km² and an estimated population of more than 18,000 people. The Party Committee has a total of 3,637 members, operating in 101 affiliated party organizations.

During the past term, the Party Committee and People of Do Luong commune have promoted revolutionary tradition, solidarity, dynamism, creativity, taken advantage of favorable opportunities, proactively overcome difficulties, and strived to implement the Resolution of the Commune Party Congress for the 2020-2025 term, achieving comprehensive results in all fields.
Accordingly, the average economic growth is estimated at 11.02%/year. The economic structure is on the right track, reducing the proportion of agriculture - forestry - fishery, increasing the proportion of industry - construction, trade - services according to the goals set by the congress.
Of which: The proportion of agriculture - forestry - fishery sector by 2025 is estimated to reach 11.74%; The proportion of industry - construction sector by 2025 is estimated to reach 41.79%; The proportion of service sector by 2025 is estimated to reach 46.47%. The average income per capita by 2025 is estimated to reach 90.6 million VND/year.

The National Target Program on New Rural Construction has achieved many outstanding results. The total mobilized resources for investment in new rural construction and civilized urban areas reached 1,538.5 billion VND, of which the capital invested from the State budget (Central, Provincial, District, Commune) was 1,520.2 billion VND, and the people contributed 28.3 billion VND.
New rural construction has completely changed the awareness of cadres, party members and people in leadership, direction and implementation. The economy continues to develop, social security is guaranteed, and people's lives are constantly improved.
In the field of industrial production - small-scale industry continues to maintain and develop with 485 establishments, an increase of 38 establishments compared to 2020, creating jobs for about 2,000 workers. The commune promotes investment attraction to contribute to growth and economic restructuring in the area; at the same time, actively attract investment in projects outside the local budget, develop industry and small-scale industry (Some projects have been completed and put into operation: Lan Chi Do Luong Commercial Center Project; Motor Vehicle Inspection Center Project...

Many high-tech agricultural production models have been effectively implemented, contributing to increasing the value of agricultural products and people's income.
In addition, the commune maintains the activities of existing craft villages recognized by the Provincial People's Committee; Focus on directing the restoration and development of traditional craft villages such as: Xuan Nhu mulberry silk craft village, Vinh Duc peanut candy and rice paper craft...
Do Luong Commune is one of the communes with a developed service industry. Up to now, there are 1,442 establishments participating in trade and service activities in the area, an increase of 138 establishments compared to 2020, attracting over 7,000 workers.
During the past term, infrastructure was also invested synchronously. Total social investment capital for the 2020-2025 period reached 1,538.5 billion VND; 325 works were newly built or upgraded, focusing on rural traffic, schools, medical stations, and cultural houses - contributing to creating a spacious and modern rural appearance; accelerating the urbanization rate.
In addition, the cultural and social fields have many progressive changes. The whole commune has 23/26 schools meeting national standards level 1, reaching a rate of 88% and 13/26 schools meeting national standards level 2, reaching a rate of 50%. The rate of teachers meeting and exceeding standards. The average rate of cultural families is over 90%; cultural residential areas are over 90%.
Political security, order and social safety are ensured, creating a stable environment for socio-economic development. The material and spiritual life of the people is increasingly improved. Party building work has received attention and care from Party committees at all levels and has achieved important results.

New space, new resources for breakthrough
The achievements in various fields in recent years are an important premise in mobilizing internal resources to serve the development of the commune; the invested projects are promoting efficiency, which is an important condition for economic and social development, job creation, and income improvement for workers.

With the spirit of "Solidarity - Democracy - Discipline - Creativity - Development", for the 2025 - 2030 term, the Party Committee of Do Luong commune sets the goal: To build Do Luong commune into an economic, political and cultural center of the western region of Nghe An province; with a solid economic foundation, high growth rate, and a synchronous and modern infrastructure system. Cultural and historical values are preserved and promoted. National defense, security, order and social safety are firmly ensured. Accordingly, the commune strives for a total product value growth rate of 13.2% by 2030 (of which the average annual increase in the period 2026-2030 is 12.2%); average income per capita by 2030 is 190-200 million VND; budget revenue in the area is 161 billion VND (of which the average annual increase in the period 2026-2030 is 10%); the rate of schools meeting national standards level 1: 26/26 is 100%, national standards level 2: 19/26 is 73%; the average annual poverty rate is reduced by 0.2-0.5%; the digital transformation index is ranked in the top 10 of the province.

Monday,Strong breakthroughs in administrative reform, focusing on investment in technical infrastructure and advanced, modern technology to meet the requirements of the digital transformation revolution; effective application in management, operation and economic and social development, ensuring national defense and security.
Tuesday,Promote the role of the connecting center of the western region of Nghe An province, create all favorable conditions for potential enterprises to invest in production, business, and trade services; form a center for vocational training, high-quality medical examination and treatment.

To implement the above key targets and tasks, the Party Committee of Do Luong commune has proposed important solutions for each target and task; prioritizing breakthrough and key solutions.
That is: Developing an effective and sustainable agricultural economy in an ecological direction, applying scientific and technical advances and effectively applying biotechnology in production, improving quality and added value. Promoting the effective implementation of the "One Commune One Product" (OCOP) program to bring products to supermarkets and distribution channels to increase value, contributing to increasing income.

At the same time, rapidly develop industry and handicrafts in the direction of improving quality, competitiveness and modernization. Adhering to the criteria for building a ward, building a plan to review the criteria for achieving a type 4 urban area, civilized urban area, new rural area to continue directing investment to strive to build Do Luong commune to become a ward under Nghe An province by 2030.
The commune continues to urge the completion of the remaining items of the project "Combined commercial service area with Do Luong traditional market" to become a large wholesale market, a place to exchange and trade goods for small traders inside and outside the province, worthy of being a civilized and modern market.
In addition, developing transport infrastructure, in which, prioritizing and diversifying investment resources to build key transport infrastructure projects with high connectivity, spillover, creating momentum to promote socio-economic development, especially belt roads, main roads in commune centers; connecting communes with Do Luong commune.
Focus on mobilizing all resources to invest in developing synchronous technical infrastructure, according to the roadmap for building synchronous technical infrastructure for the period 2021 - 2025" with a vision to 2030, raising the urbanization rate to 80% by 2030. At the same time, the commune prioritizes allocating land funds for investment in industrial and service development in commune planning, land use planning, urban and rural planning.
Effectively implement programs, projects, mechanisms and policies to support agricultural, farmer and rural development, strongly develop key local industrial and agricultural products, build a strong political system and ensure national defense and security.
