Utilizing new spaces and resources to transform Do Luong commune into a ward.
With the determination to transform Do Luong commune into a ward by 2030, Do Luong commune has developed a specific roadmap, focusing on effectively exploiting existing potential and advantages; mobilizing and rationally utilizing resources; promoting cultural values, human resources, and the strength of national unity.
Achievements
Do Luong commune (Nghe An province) was established by merging nine communes and towns, including Do Luong town and the communes of Nam Son, Bac Son, Dang Son, Luu Son, Yen Son, Van Son, Thinh Son, and Da Son, which previously belonged to Do Luong district.
After the merger, Do Luong commune has a natural area of approximately 15.32 km² and an estimated population of over 18,000 people. The Party Committee has a total of 3,637 members, operating in 101 subordinate Party organizations.

During the past term, the Party Committee and people of Do Luong commune have upheld revolutionary traditions, fostered a spirit of unity, dynamism, and creativity, seized favorable opportunities, proactively overcome difficulties, and strived to implement the Resolution of the Commune Party Congress for the 2020-2025 term, achieving comprehensive results in all fields.
Accordingly, the average economic growth rate is estimated at 11.02% per year. The economic structure is moving in the right direction, reducing the proportion of agriculture, forestry, and fisheries, and increasing the proportion of industry, basic construction, trade, and services, in line with the goals set by the congress.
Specifically: The proportion of the agriculture, forestry, and fisheries sector is estimated to reach 11.74% by 2025; the proportion of the industry and construction sector is estimated to reach 41.79% by 2025; and the proportion of the service sector is estimated to reach 46.47% by 2025. Average per capita income is estimated to reach 90.6 million VND/year by 2025.

The National Target Program for building new rural areas has achieved many outstanding results. The total resources mobilized for investment in building new rural areas and civilized urban areas reached VND 1,538.5 billion, of which VND 1,520.2 billion came from the State budget (central, provincial, district, and commune levels), and VND 28.3 billion was contributed by the people.
The New Rural Development program has fundamentally changed the perceptions of officials, Party members, and the people regarding leadership, guidance, and implementation. The economy continues to develop, social security is ensured, and people's living standards are constantly improving.
In the industrial and handicraft production sector, development continues with 485 establishments, an increase of 38 establishments compared to 2020, providing employment for approximately 2000 workers. The commune actively promotes investment attraction to contribute to economic growth and structural transformation in the area; at the same time, it actively attracts investment in projects outside the local budget, developing the industrial and handicraft sectors (Some projects have been completed and put into operation: Lan Chi Do Luong Commercial Center Project; Motor Vehicle Inspection Center Project...).

Many high-tech agricultural production models have been effectively implemented, contributing to increased agricultural product value and people's income.
In addition, the commune maintains the operation of existing craft villages that have been recognized by the Provincial People's Committee; focusing on directing the restoration and development of traditional craft villages such as: Xuan Nhu silk weaving village, Vinh Duc rice cracker and peanut candy village...
Do Luong commune is one of the communes with a developed service sector. To date, there are 1,442 establishments participating in trade and service activities in the commune, an increase of 138 establishments compared to 2020, attracting over 7,000 workers.
During the past term, infrastructure was also invested in comprehensively. Total social investment capital for the period 2020-2025 reached VND 1,538.5 billion; 325 projects were newly built or upgraded, focusing on rural transportation, schools, health stations, and cultural centers - contributing to creating a modern and attractive rural landscape; and accelerating the pace of urbanization.
In addition, the socio-cultural sector has seen many positive changes. The entire commune has 23 out of 26 schools meeting national standards level 1, achieving a rate of 88%, and 13 out of 26 schools meeting national standards level 2, achieving a rate of 50%. The percentage of teachers meeting or exceeding standards is also high. The average percentage of culturally exemplary families is over 90%; and the percentage of culturally exemplary residential areas is over 90%.
Political security, social order, and safety are ensured, creating a stable environment for socio-economic development. The material and spiritual lives of the people are increasingly improved. Party building work is given attention and care by Party committees at all levels and has achieved important results.

New space, new resources for breakthroughs.
The achievements in various fields over the past years are an important foundation for mobilizing internal resources to serve the development of the commune; the invested projects are proving effective, creating important conditions for economic and social development, solving employment problems, and increasing income for workers.

With the spirit of "Unity - Democracy - Discipline - Creativity - Development," for the 2025-2030 term, the Party Committee of Do Luong commune sets the following goals: To build Do Luong commune into an economic, political, and cultural center of the western region of Nghe An province; with a solid economic foundation, high growth rate, and a synchronous and modern infrastructure system. Cultural and historical values will be preserved and promoted. National defense, security, order, and social safety will be firmly ensured. The Party organization and political system will be clean and strong, and the great national unity will be consolidated. The goal is for Do Luong commune to become Do Luong ward by 2030.

Accordingly, the commune strives to achieve a growth rate of total product value of 13.2% by 2030 (with an average annual increase of 12.2% during the 2026-2030 period); per capita income of 190-200 million VND by 2030; local budget revenue of 161 billion VND (with an average annual increase of 10% during the 2026-2030 period); the percentage of schools meeting national standards level 1: 26/26 (100%); national standards level 2: 19/26 (73%); an average annual reduction in the poverty rate of 0.2-0.5%; and a digital transformation index ranking in the top 10 of the province.
For the 2025-2030 term, the Party Committee of Do Luong commune has set out three breakthrough areas:
The first,Focus on policies and measures to build and develop human resources, with a focus on training managerial, administrative, professional, and highly skilled human resources to meet the requirements of tasks and production in the new revolutionary period.
Monday,A strong breakthrough in administrative reform, focusing on investing in technical infrastructure and advanced, modern technologies to meet the requirements of the digital transformation revolution; effectively applying them to management, administration, and economic and social development, ensuring national defense and security.
Tuesday,To promote the central role of Nghe An province in connecting the western region, creating all favorable conditions for potential businesses to invest in production, trade, and commercial services; and to establish a high-quality vocational training and medical examination and treatment center.

To achieve the above key targets and tasks, the Party Committee of Do Luong commune has set forth important solutions for each target and task; prioritizing breakthrough and focused solutions.
These include: Developing an efficient and sustainable agricultural economy in an ecological direction, applying scientific and technological advancements and effectively utilizing biotechnology in production to improve quality and added value. Promoting the effective implementation of the "One Commune, One Product" (OCOP) program to bring products into supermarkets and distribution channels, thereby increasing value and contributing to higher incomes.

Simultaneously, rapidly develop industry and small-scale handicrafts in the direction of improving quality, competitiveness, and modernization. Adhering to the criteria for building wards, develop a plan to review the criteria for achieving Type 4 urban status, civilized urban status, and new rural status, in order to continue directing investment and striving to make Do Luong commune a ward directly under Nghe An province by 2030.
The commune continues to urge the completion of the remaining items of the "Do Luong Traditional Market and Commercial Service Area" Project, transforming it into a large wholesale market, a place for trading goods for small traders inside and outside the province, befitting a civilized and modern market.
In addition, developing transportation infrastructure, with priority and diversification of investment resources to build key transportation infrastructure projects that have high connectivity and spillover effects, creating momentum to promote socio-economic development, especially ring roads and main central roads of communes; connecting communes with Do Luong commune.
Focus on mobilizing all resources to invest in the development of a synchronous technical infrastructure, following the roadmap for the construction of a synchronous technical infrastructure in the period 2021-2025 with a vision to 2030, aiming to increase the urbanization rate to 80% by 2030. At the same time, the commune prioritizes allocating land for industrial and service development in the commune's planning, land use planning, and urban and rural planning.
Effectively implement programs, projects, mechanisms, and policies to support the development of agriculture, farmers, and rural areas; strongly develop key local industrial and agricultural products; build a strong political system; and ensure national defense and security.

With the achievements gained, the lessons learned from previous terms, existing advantages, the spirit of unity, and the key tasks set forth, Do Luong commune will realize the goal of building a rapidly developing, comprehensive, and sustainable commune to become a ward by 2030.
