Need to reduce traffic accidents on all 3 criteria
At the meeting, representatives of leaders of Departments, branches and sectors who are members of the Provincial Traffic Safety Committee reported on the situation and results of the implementation of the task of ensuring traffic order and safety in the first 10 months of 2020, and proposed solutions to ensure traffic order and safety in the coming time.
Some opinions say that, in addition to promoting propaganda, dissemination, and education of traffic safety laws, and strengthening patrols and handling, it is necessary to strengthen health checks on drivers, especially long-distance drivers, and prevent the situation of drug-using drivers from existing. In the coming time, especially in the last months of the year during the peak of New Year and Lunar New Year 2021, it is necessary to continue urging departments and branches to implement the Traffic Safety Year 2020 with the theme "Drink and drive”.
In addition to promoting propaganda, dissemination and education of traffic safety laws, especially at school gates and markets, the authorities have increased patrols and handled violations of traffic safety laws, focusing on handling violations of commercial transport vehicles; violations of alcohol and drug concentrations, speeding while driving, violations of helmet use, etc.
The transport sector will strengthen inspection and tighten discipline in training and testing, granting driving licenses, managing technical safety and environmental protection for road vehicles and inland waterway vehicles; ensure the quality and progress of traffic construction projects; prioritize the use of the Road Maintenance Fund to handle black spots of traffic accidents...
There were 187 traffic accidents in the first 10 months of the year.
According to the report, in the first 10 months of 2020, there were 187 cases in the area.Traffic accident, killing 111 people and injuring 132 people. Compared to the same period in 2019, there were 22 fewer cases (11.7%), 20 fewer deaths (18.1%), and 13 fewer injuries (9.8%).

Most of them are due to the following reasons: Not paying attention to observation occurred in 75 cases (38%), not controlling speed in 16 cases (8.9%), driving in the wrong lane in 43 cases (22%), avoiding overtaking in violation of regulations in 143 cases (7%)...
According to the report, there are 12 localities with a decrease in the number of deaths due to traffic accidents compared to the same period in 2019, including: Vinh City, Nghi Loc, Dien Chau, Quynh Luu, Yen Thanh, Tuong Duong, Nghia Dan, Quy Chau, Thanh Chuong, Nam Dan, Cua Lo, Quy Hop). There are 2 localities with the number of deaths due to traffic accidents not increasing or decreasing compared to the same period: Tan Ky and Con Cuong.
During the above period, the Traffic Police force recorded 69,937 administrative violations, issued decisions to punish 64,309 cases, and transferred 69,226,218,000 VND to the State Treasury for collection of fines.

The Department of Transport Inspectorate inspected, recorded and issued decisions to sanction administrative violations in 1,983 cases, with a corresponding fine of more than 6.3 billion VND; revoked driving licenses in 512 cases, revoked certificates of traffic safety and environmental protection in 31 cases, badges in 52 cases, and cut the boxes of 52 violating vehicles. Compared to the same period in 2019, the number of organizations and individuals that were handled increased by 486 cases (24.5%), the amount of fines increased by 3.5 billion (56.8%).
In the first 10 months of the year, about 102 car tests and 289 motorbike tests were conducted; 71,285 new driving licenses of all classes were issued, exchanged, and reissued. Compared to the same period, there was a decrease of 7,526 driving licenses of all classes (17.3%), of which car driving licenses decreased by 3,251 (24.6%).
