Proposal to continue reducing land rent to support businesses and people
The Ministry of Finance is seeking comments on the draft Decision of the Prime Minister on reducing land and water surface rents in 2023 to support businesses and people and promote production and business.
According to the Ministry of Finance, currently, industries such as real estate, mining, agriculture... are facing many difficulties. At the same time, they are also heavily affected by the Russia-Ukraine conflict, credit is tightened, and the cost of accessing finance is increasing.

These are industries and fields where enterprises use land to carry out production and business activities.
Accordingly, in order to have more resources to support businesses and people to cope with difficulties and challenges in the coming time, the Ministry of Finance submitted to the Prime Minister a decision on continuing to implement the land rent reduction policy as applied in recent years.
That is a 30% reduction in land rent payable in 2023 and the subjects of application are organizations, units, enterprises, households and individuals who are directly leasing land from the State.
In the past time, to overcome difficulties caused by the impact of the Covid-19 pandemic and contribute to economic and social recovery and development, implementing the Resolution of the National Assembly and the Government, the Ministry of Finance has submitted to the Prime Minister a reduction in land rent payable in 2020 and 2021 for enterprises, organizations, households and individuals who are being leased land by the State annually and are affected by the Covid-19 pandemic.
In 2022, the Ministry of Finance submitted to the Prime Minister a draft Decision allowing a 30% reduction in land rent payable in 2022 for enterprises, organizations, households and individuals who are being leased land by the State annually and are affected by the Covid-19 pandemic.
The amount of land rent reduced (30%) for businesses and people according to the above policy is about 3,500 billion VND/year, thereby contributing to supporting businesses, organizations, units, households and individuals in overcoming difficulties caused by the impact of the Covid-19 epidemic so that they can soon restore production and business activities after the epidemic.
