Nghe An officially leases land to build Hoang Mai II Industrial Park
Nghe An Provincial People's Committee has just decided to lease land to Hoang Thinh Dat Joint Stock Company (phase 1) to implement the Hoang Mai II Industrial Park Infrastructure Construction Investment Project.

Accordingly, Nghe An Provincial People's Committee leased 118,252.3m2(nearly 12 hectares) of land (phase 1) in Quynh Vinh commune, Hoang Mai town according to the progress of land acquisition, compensation, support and resettlement to implement the project. The land use period is 50 years from the date the project is approved for investment (until October 9, 2073).
The State leases land and pays annual land rent; in which the area for construction of common infrastructure in the industrial park is 5,047.5 m2.2Land (specialized green land planning) does not have to pay land rent. The land area for business purposes with an area of 113,205.8m2(industrial production and warehouse land planning) are exempted from land rent during the basic construction period of 3 years from the date the Provincial People's Committee issues the land lease decision and 11 years after the land rent exemption period of the basic construction period.
The Provincial People's Committee assigned the Department of Natural Resources and Environment to sign land lease contracts, issue certificates of land use rights and ownership of other assets attached to the land; preside over and coordinate with relevant units to determine boundary markers and hand over land on site to Hoang Thinh Dat Joint Stock Company according to regulations. The Provincial Land Registration Office updates and corrects land databases and cadastral records according to regulations of law.
The Provincial Tax Department guides land users to complete procedures to determine and notify Hoang Thinh Dat Joint Stock Company of the collection and payment of land rent when the land rent exemption period expires and collects land rent according to regulations. During the performance of functions and tasks, if it is discovered that land users do not meet the conditions for land rent exemption according to regulations, they must promptly report to the Department of Natural Resources and Environment for handling according to the provisions of law.
The Southeast Economic Zone Management Board presides over and coordinates with relevant units according to their functions, tasks and authority to monitor and guide Hoang Thinh Dat Joint Stock Company to implement the project according to regulations.
The People's Committee of Hoang Mai town and the People's Committee of Quynh Vinh commune confirmed that the compensation, support and resettlement costs are deducted from the land rent payable according to regulations; at the same time, urgently complete the land acquisition, compensation and resettlement support for the remaining land area to implement the project in a synchronous, correct planning and progress manner according to regulations. Perform the state management function on land use, environmental protection, fire prevention and fighting of Hoang Thinh Dat Joint Stock Company according to the provisions of law.
Hoang Thinh Dat Joint Stock Company coordinates with relevant agencies to perform assigned tasks; pay land rent, fees, charges and other related financial obligations in accordance with the provisions of law; use land for the right purpose, area and boundary of the land; fully comply with the provisions of law on investment, construction, land, environmental protection and other relevant regulations.

Previously, atDecision No. 1164/QD-TTg dated October 9, 2023The Prime Minister approved the investment policy of Hoang Mai II Industrial Park Project; and at the same time approved the investor, Hoang Thinh Dat Joint Stock Company.
Hoang Mai II Industrial Park has an area of 334.79 hectares in Quynh Vinh commune, Hoang Mai town; with a total investment capital of VND 1,900 billion, an operation period of 50 years from October 9, 2023; the implementation progress is no more than 36 months from the date the State hands over the land.
According to Decision 1164/QD-TTg, the land area that existing investors have leased from the State in accordance with the law is not included in the area that investors are allowed to sublease.
The Prime Minister assigned the People's Committee of Nghe An province to be responsible for checking and determining whether the investor meets the conditions for State land lease at the time of land lease; ensuring the conditions for State permission to change land use purpose to implement the project in accordance with the provisions of the law on land.
Ensure conditions for permission to change land use purpose during land lease process, permission to change land use purpose for project implementation; organize the development and implementation of land recovery plan, change land use purpose according to order, procedures, and regulations of land law; carry out investment in construction of workers' housing, service works, and public utilities for workers working in industrial parks.
Hoang Thinh Dat Joint Stock Company (investor) is only allowed to implement the project after having a replacement forestation plan approved by a competent State agency, or after completing the responsibility to pay for replacement forestation according to regulations.
Decision No. 1164/QD-TTg also clearly states: Investors of Hoang Mai II Industrial Park shall reserve at least 3% of the total industrial land area of the industrial park for small and medium-sized enterprises, supporting industrial enterprises, innovative and creative enterprises, and beneficiaries of investment incentives under the provisions of the Investment Law; other enterprises that are prioritized and supported in terms of production and business premises under the provisions of the law on land lease and sublease according to the provisions of Decree No. 35/2022/ND-CP.
Hoang Thinh Dat Joint Stock Company is also the investor of Hoang Mai I Industrial Park, in Hoang Mai town with a total area of 264.77 hectares.
