Speeding up site clearance for Hoang Mai I and Hoang Mai II Industrial Park projects

On the morning of December 17, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province chaired a meeting to resolve difficulties and problems in site clearance for two projects: Hoang Mai Industrial Park I and Hoang Mai Industrial Park II.

Attending the meeting were comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, Hoang Mai town and Hoang Thinh Dat Joint Stock Company.

Many problems remain unresolved

Hoang Mai I Industrial Park Project has a total area of ​​264.77 hectares invested by Hoang Thinh Dat Joint Stock Company. To date, the project's site clearance work has been completed on 246.53 hectares. The Southeast Economic Zone Management Board has leased land with a total area of ​​231.58 hectares to Hoang Thinh Dat Joint Stock Company.

In the 18.24 hectares of land clearance that have not been completed, there are still many problems related to Quynh Thien Wood Processing and Forestry Factory for Export, Trung Do Hoang Mai Enterprise, Thien Hoa Pure Ice Factory, Trung Do Brick Enterprise, N3 Road connecting National Highway 1A to the industrial park...

At Hoang Mai II Industrial Park, the area with land recovery decisions is 14.35 ha/334.79 ha; approved measurement of 183.1 ha, unapproved of 151.69 ha; organized inventory of land and assets on land of affected households for 56/56 plots of 35/35 households with an area of ​​39.6 ha.

Currently, Hoang Thinh Dat Joint Stock Company has not been allocated or leased land by the Department of Natural Resources and Environment for 11.82 hectares; has not approved the measurement of 151.69 hectares; has not approved the compensation and site clearance plan for the measured area of ​​more than 162 hectares.

In addition, many areas have not yet identified the subjects of land allocation according to regulations, the land allocation locations are unclear and overlap. The origin of the land has not been clarified, the compensation unit price according to crop density and intercropping has not been specifically regulated.

The drainage system from the downstream of Doi Tuong Lake to Hoang Mai River has not been built yet, affecting the appraisal procedure of the project's environmental impact assessment report.

At the meeting, leaders of Hoang Mai town, departments, branches, and Hoang Thinh Dat Joint Stock Company reported on the progress of resolving issues related to site clearance for the two projects of Hoang Mai Industrial Park I and Hoang Mai Industrial Park II.

Focus on site clearance, early handover to investors

Concluding the meeting, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that in the past time, sectors and localities have tried to resolve and remove obstacles and difficulties in site clearance for the Hoang Mai I Industrial Park and Hoang Mai II Industrial Park projects.

Although the results have changed, they have not met the requirements, especially in Hoang Mai II Industrial Park. From here, it affects the investment attraction results of the province.

In order to ensure the progress of these two projects and meet the needs of attracting investment, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested all levels, sectors and Hoang Mai town to focus and resolutely direct the implementation of tasks related to site clearance, to soon hand over the site to investors to implement infrastructure investment, on that basis, creating conditions to attract investment.

Regarding Hoang Mai I Industrial Park, related to Quynh Thien Forest Plantation and Export Wood Processing Factory, Thanh Thanh Dat Company Limited must be required to hand over the entire 5.3 hectares before December 31, 2024; on that basis, consider leasing 1.8 hectares of land to this company to carry out the wooden furniture production project. However, Thanh Thanh Dat Company Limited must submit the project proposal before January 15, 2025.

Regarding the 0.57 ha of Thien Hoa Pure Ice Factory land, Hoang Mai town is requested to mobilize Hoang My Company Limited to seriously relocate assets and structures, and promptly hand over the area of ​​more than 0.26 ha. Hoang Mai town People's Committee will study the plan to enforce land recovery in accordance with regulations in case the company fails to comply. Regarding the remaining 0.3 ha, it is necessary to clarify the origin of the land, approve the land recovery plan, and complete site clearance before February 28, 2025.

Regarding the land of Trung Do Brick Enterprise, the Department of Justice urgently gives opinions on the dossier to determine the enterprise's assets to be completed before December 31, 2024. Hoang Mai Town clearly determines the level of support, establishes a compensation plan for site clearance in accordance with regulations for the enterprise, to be completed before April 30, 2025.

For the N3 road project connecting National Highway 1A to Hoang Mai Industrial Park I, the Provincial Party Secretary and Chairman of the Provincial People's Committee assigned Hoang Mai town to complete the land origin records of households along the main route of N3 road before December 25, 2024, and the remaining households before January 10, 2025; Complete the records, hold a council meeting to approve the list of eligible and willing resettlement households before January 10, 2025.

Hoang Mai Town completes land price records at departure and destination and carries out land allocation and payment (if any) to hand over the site, prioritizing the handling of plots on the main route of N3 road before January 15, 2025.

For households that are not resettled, after determining the origin of the land, Hoang Mai town will prepare documents according to regulations to pay before January 15, 2025, disbursing the capital that the Provincial People's Committee has arranged 20 billion VND. Relocate the water supply pipeline of Vicem Hoang Mai Cement Joint Stock Company before January 15, 2025.

Regarding the discharge of waste by Nghe An Container Joint Stock Company, comrade Nguyen Duc Trung assigned the Management Board of Dong Nam Economic Zone to preside over and coordinate with Hoang Mai town to work with the company to request cooperation with Hoang Thinh Dat Joint Stock Company to completely resolve the discharge, if they do not cooperate, they will be handled according to regulations.

Regarding the site clearance of Hoang Mai II Industrial Park, Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung requested Hoang Thinh Dat Joint Stock Company to coordinate with the Provincial Land Registration Office, Quynh Vinh Commune People's Committee, and relevant agencies to urgently complete the dossier to measure the area of ​​152 hectares before February 28, 2025.

Hoang Mai Town continues to focus on completing the approval of the site clearance plan for the first phase of measurement of more than 34 hectares before February 28, 2025; for the second phase of measurement of more than 128 hectares before May 30, 2025; determining land types, land users, and legal documents to determine the origin of the land area of ​​152 hectares.

The Department of Natural Resources and Environment urgently advises the Provincial People's Committee to allocate and lease land for the area of ​​over 11.8 hectares proposed by the investor before December 25, 2024. Relevant departments, branches, working groups, and agencies urgently and actively guide, support, and advise on resolving difficulties in site clearance to ensure project progress.

Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the relevant sectors to review the scale of the drainage system from the downstream of Doi Tuong Lake to Hoang Mai River, on that basis, advise on investment policy proposals, appraise and submit to the People's Committee for approval before Lunar New Year 2025.
