Proposal to prosecute former Binh Duong Provincial Party Secretary for causing loss of more than 700 billion VND
Mr. Tran Van Nam (former Secretary of Binh Duong Provincial Party Committee) was proposed to be prosecuted along with 27 other defendants for his involvement in violations related to the transfer and cheap sale of "golden land" that occurred at the 3/2 Corporation.
On March 14, the Ministry of Public Security's Investigation Police Agency concluded the second supplementary investigation and proposedprosecuteMr. Tran Van Nam (former Secretary of Binh Duong Provincial Party Committee) and 27 other defendants (previously there were 21 defendants), for their involvement in violations in the transfer of 43 hectares of "golden land" at Binh Duong Production - Import-Export Corporation (Corporation 3/2).

According to the conclusion of the additional investigation, the People's Committee of Binh Duong province assigned the 43-hectare land plot in Hoa Phu ward, Thu Dau Mot city (Binh Duong) to 3/2 Corporation to manage and use for the project. In 2010, 3/2 Corporation joined with Au Lac Real Estate Company to establish a new joint venture, Tan Phu Construction Investment Company Limited, to build the project.
During the implementation process, defendant Nguyen Van Minh (former Chairman of the Board of Directors, General Director of 3/2 Corporation) along with his son-in-law Nguyen Dai Duong and other defendants intentionally violated the approval content of the Provincial Party Committee, aiming to illegally transfer the above land to Au Lac Company established and operated by Duong.
At that time, Mr. Nam knew that the Binh Duong Provincial Tax Department's proposal to apply the land price regulated in 2006 to calculate land use fees for the above land assigned to the 3/2 Corporation in 2012 was against the regulations, but he still decided to implement it. Mr. Nam's actions caused a loss of more than 761 billion VND to the State.
To conceal his wrongdoings, Mr. Nam also directed his subordinates to adjust official documents, distorting the nature of the content of official documents related to the land. This act of the defendant caused damage to the State of more than 201 billion VND. The Ministry of Public Security's Investigation Police Agency emphasized that Mr. Nam was the person with the highest position among the defendants. However, Mr. Nam took advantage of his position and authority to commit crimes, so he must bear primary responsibility for the above consequences./.
