Proposal to prosecute former editor-in-chief of Nguoi Cao Tuoi newspaper
In the investigation conclusion, the Security Investigation Agency determined that Mr. Kim Quoc Hoa's violations "are serious cases related to the field of press activities".
The Ministry of Public Security's security investigation agency has just proposed that the Supreme People's Procuracy prosecute defendant Kim Quoc Hoa, former editor-in-chief of Nguoi Cao Tuoi newspaper, for the crime of "abusing democratic freedoms to infringe upon the interests of the State and the legitimate rights and interests of organizations and citizens" under Article 258 of the Penal Code.
According to the investigation, in his role as editor-in-chief, Mr. Kim Quoc Hoa was accused of approving the publication of 23 articles with false, baseless headlines and content, subjective inferences, and one-sided, biased information.

In which, Mr. Hoa directly wrote and approved the publication of the article "The truth about the "young master" of Hanoi going to Truong Sa" with false content such as "there is news that in recent years, in Truong Sa archipelago, there is still a phenomenon of some soldiers addicted to drugs but because of family connections, they are still allowed to go to Truong Sa, taking advantage of the name of work to detox and train".
Mr. Hoa was also accused of adding false content to the article "On the market of stars and stripes" such as "most police chiefs in wards in big cities are colonels...".
According to the investigation conclusion, there were 11 individuals involved in the case who participated in writing and editing articles "containing illegal content", but the Security Investigation Agency did not find it necessary to consider criminal prosecution.
