Proposal to grant autonomy to general schools

Dr. Pham Do Nhat Tien (former assistant to the Minister of Education and Training) said that in order to implement the new General Education Program, general schools must be given autonomy in terms of expertise, organization, finance and personnel.

The proposal to grant autonomy to general schools was made by Dr. Pham Do Nhat Tien at a workshop to provide comments on the draft Law amending and supplementing a number of articles of the Law on Education, organized by the Vietnam Union of Science and Technology Associations on December 7.

Mr. Tien said that to implement the new General Education Program, general schools must be given autonomy in terms of expertise, finance and personnel.

“The draft revised Law on Education does not mention this. I propose expanding autonomy not only for vocational education institutions and universities but also for educational institutions in the national education system in general.

Of course, the level of autonomy will be different for each facility, but general schools must be autonomous, and that must be specified in the general school charter later," Mr. Tien proposed and affirmed that only then can the new general education program be implemented. "As for now, general schools are schools that follow the details from top to bottom without any autonomy in recruiting teachers or teaching. Therefore, I think it is very difficult to implement the new program."

Mr. Tien believes that giving autonomy to public schools is very necessary, and countries around the world are doing the same.

"Especially in the context of a rapidly changing environment, if schools are not proactive, they cannot implement educational programs that meet practical requirements," Mr. Tien affirmed.

According to Mr. Tien, granting autonomy to schools will ensure quality improvement, but also requires good management conditions.

“Principals must also shift from the previous state of only obeying the superiors to being proactive, which requires new capacity. The difficulty is that most of our principals have not yet achieved that capacity. In addition, schools must also have school councils with members including local representatives, management agencies, etc., to guide and supervise the principals' work, avoiding the principals becoming "kings" in the school."

Regarding the new General Education Program, Professor Nguyen Lan Dung expressed disagreement with the regulations on the appraisal council and criteria for individuals who want to participate in writing textbooks as in the draft law.

“For individuals who want to participate in writing textbooks, I think they only need to meet two conditions. First, they must not be wrong with the program issued by the Ministry of Education and Training, and second, they must not be wrong in terms of political and scientific content. So there can be an appraisal council but there is no need for standards for textbook writers, anyone can write if they are really good. This is very important and must be amended in the Education Law,” Mr. Dung proposed.
