Proposing Nghe An Provincial People's Council to abolish 21 previously issued resolutions

Attending the meeting were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Vice Chairman of the Provincial People's Council; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee and representatives of leaders of a number of provincial departments and branches.

Review of the draftresolutionRegarding the handling of the results of reviewing legal resolutions issued by the Provincial People's Council from December 31, 2020 and earlier that are still in effect, members of the Legal Committee highly appreciated the initiative of departments, branches and the Provincial People's Committee in reviewing and proposing the Provincial People's Council to decide on the continued implementation, supplementation and abolition of a number of resolutions.

Some members also raised concerns that some resolutions have expired, but the proposal of the Provincial People's Committee to continue extending the implementation period has not clearly stated the reason and basis for implementation. In addition, some resolutions issued many years ago that are still in effect also need to be evaluated for amendment and supplementation in accordance with the practical situation.

For resolutions proposing amendments and supplements, it is necessary to clarify the basis and the contents and provisions in the resolution that need to be amended and supplemented. For resolutions determining replacement, it is necessary to clearly state in the resolution that a new resolution is issued to replace it.

Based on the discussion of the members attending the meeting, the Legal Committee of the Provincial People's Council agreed to submit to the Standing CommitteePeople's CouncilThe province considers and decides to include in the agenda and content of the next second session the draft resolution on handling the results of reviewing legal resolutions issued by the Provincial People's Council from December 31, 2020 or earlier that are still in effect.

Accordingly, the Provincial People's Council's Legal Committee agreed with the review results of the Provincial People's Committee with a total of 172 legal resolutions.

Of these, 150 resolutions are still in effect (of which 9 resolutions have partially expired and 13 resolutions have been amended, supplemented, or replaced); 2 resolutions have expired; 21 resolutions are proposed to be abolished due to the expiration of the implementation period or being contrary to current legal regulations.

List of 21 resolutions proposed for abolition:

1. Resolution No. 244/2008/NQ-HDND dated December 20, 2008 of the Provincial People's Council on approving the Master Plan for socio-economic development of the coastal and marine areas of Nghe An province to 2020.

2. Resolution No. 263/2009/NQ-HDND dated July 23, 2009 of the Provincial People's Council on investment support mechanism for the Hoang Mai Industrial Park infrastructure investment and business project.

3. Resolution No. 305/2009/NQ-HDND dated December 23, 2009 of the Provincial People's Council on the project to establish Thanh Thuy Border Gate Economic Zone, Nghe An province.

4. Resolution No. 92/2013/NQ-HDND dated July 17, 2013 of the Provincial People's Council on a number of policies to attract high-quality human resources and prioritize the recruitment of civil servants and public employees.

5. Resolution No. 106/2013/NQ-HDND dated December 13, 2013 of the Provincial People's Council on a number of preferential policies and investment support for high-tech projects in Nghe An province in the period 2013-2020.

6. Resolution No. 169/2015/NQ-HDND dated July 10, 2015 of the Provincial People's Council onApproving the Implementation Plan of the Project "Ensuring financial resources for HIV/AIDS prevention and control activities in the period 2015 - 2020" in Nghe An province.
