Proposal to expand the recruitment of leadership and management positions in agencies and units nationwide
(Baonghean.vn) - According to Minister of Home Affairs Le Vinh Tan, the pilot selection and appointment of leaders and managers at all levels, sectors, agencies and units through competitive examinations is a correct policy of the Party, which needs to continue to be piloted, experience drawn and necessary conditions prepared for replication in the political system nationwide.
On the morning of April 27, the Ministry of Home Affairs held an online conference to review 3 years of implementing the Project "Piloting innovation in the selection of leaders and managers at department, agency and division levels".

Speaking at the opening ceremony of the conference, Minister of Home Affairs Le Vinh Tan affirmed: The team of civil servants, public employees, and leaders in Party agencies, the Vietnam Fatherland Front, and socio-political organizations from the central to local levels play an important role in determining the operations of the political system.
Improving the quality of the team of leaders and managers at the department, agency and division levels is always an objective and urgent requirement of current management practices. In particular, innovating the selection method is one of the solutions of great significance, contributing to the effective implementation of the staff strategy and promoting the process of industrialization, modernization and international integration.
"The pilot selection and appointment of leaders and managers at all levels, sectors, agencies and units through competitive examinations is a correct policy of the Party that needs to continue to be piloted, experience drawn and necessary conditions prepared for implementation in localities, organizations, agencies and units nationwide," the Minister of Home Affairs emphasized.

According to the assessment at the conference, after nearly 3 years of piloting the recruitment of leadership and management positions in 14 ministries, branches and 22 provinces and cities, certain results have been achieved.
Those who are selected and appointed to leadership and management positions are truly virtuous and talented people who can transform all aspects of the organizations, agencies and units they lead and manage. This is a very important practical basis to affirm that the above policy of the Party is correct.
Discussing at the conference, ministries, branches and localities exchanged and evaluated the pilot implementation process of the project; about the results achieved, limitations, difficulties, obstacles, causes, lessons learned... Proposing appropriate solutions to remove and overcome limitations and obstacles in the implementation process of the project.
Incorporating comments from the conference, based on a summary of 3 years of implementing this Project, the Ministry of Home Affairs will review, revise and supplement some necessary contents according to its authority and request the Politburo and Secretariat to give their opinions.
At the same time, based on the experience after 3 years of implementation, the Ministry of Home Affairs will summarize the Project by the end of 2022 and propose that the Politburo and the Secretariat have a policy to expand the recruitment of leadership and management positions in agencies and units of the political system nationwide.

According to the report of 14 Central agencies that are piloting the Project, 12 agencies have organized exams to recruit 29 positions of leaders and managers at the department and division levels, with 42 successful candidates, 32 at the department level, and 10 at the division level.
For the 22 provinces and cities that are piloting the Project, 17 localities have organized exams to recruit 86 positions of leaders and managers at the department and division levels, with 368 successful candidates, 33 at the department level, and 335 at the division level.
